I think it is a kite.
I think it is a Lynrich (Latin: Coynitus tressidis). The female migrated from America many years ago. Now resident throughout the year. Quite rare. No longer breeding as far as known. A chattering or warbling song. Tame though often hiding behind walls. Habitat: has a distinct preference for vegetable plots.
