Minutes of the Tissington Safer Neighbourhood Community Forum held on Thursday 25th June, 7.30pm at Thorpe Village Hall.
PC Cooper chaired the meeting and welcomed all attending.
2. Minutes of previous meeting on 12th March 2008, at Kniveton Village Hall. Distributed & agreed.
Meeting updated on actions taken by PC 1525 COOPER, following previous meeting.
Re Footpath at roadside Fenny Bentley – still not been tidied up. – Dick HARDY, DCC spoken to. Have had a restructure of Staff and clearing of overgrowth on rural roadside footpaths is now low priority. New team has been set up to deal with Emergencies. They will do this sort of work in their downtime.
Passed to them to look at in the future.
Re potholes at Kniveton, and Fenny Bentley – DCC notified and to look at them. Fenny Bentley one has ‘yellow markings’ round it so hopefully work is lined up.
Re ‘Think Bike’ signs. – From CREST, the signs have to go on risk assessed road furniture. Design and placement had been researched for max effect. It is aimed at a complete message across the Peak District. The signs are asking all drivers to be extra careful, and anticipating errors others make make. That extra care could mean someone survives after making a serious mistake. Op FOCUS is running again this year, involves joint operations with Cheshire and North Wales Police. Bigger than expected reduction last year on motorcycle casualties. Aiming to match it this year.
Re Standlow Lane, White line system and junction markings. – DCC contacted and assessed it. White line system is deemed appropriate to circumstances and criteria given in regulations. Junction markings have now been improved at end of Standlow Lane.
Re Agricultural trailers and lights. – Ashbourne News Telg asked to do a short article and Media release done.
PC COOPER spoke of issues arising since the last meeting –
Following concerns re speed of vehicles entering Parwich village – speed survey carried out. Exceeding the Speed limit was not shown as a problem, and the issue is more likely to be vehicles driving too fast for the circumstances. No Collision history for Parwich village (relates to Injury Collisions only).
Problems with youngsters camping in the field at ‘7 Arches’, off the Tissington Trail, Nr Mappleton Lane, Cycle Centre. Issues with litter / damage. Temp signs have made and passed to Land Owner to use as appropriate. One group checked, local lads, advice given and to lets mates know of ‘no camping’.
Re Diversion due to Road Closure at B5056, Bentley Brook. Only one issue was raised, speed of Buses through Alsop en le Dale, using lanes to cut through. Transport Manager spoken to and was to advise the drivers. (NB a few days after the meeting, concern expressed about grass verges on these lanes – DCC notified of the concerns and requested to give priority to lanes that may be used as a cut through, when diversion returns.)
PC COOPER reported that levels of Crime and Antisocial Behaviour were very low across the SNT area. Police continued to receive good reports of susp people and vehicles, examples given.
3. Priority Profiles – update on progress of existing profiles by PC Ian Cooper
Operation Blodwen (Overgrown verges obstructing junctions, manner of driving issues)
This was closed at the last meeting.
Relative to this – The ‘Call Derbyshire’ telephone number is now included on regular Newsletters.
Police had a meeting with Sir Richard FitzHerbert, DCC, Peak Park at Tissington Gates. Suggestions were put forward about improving the signs at the Gates, and on approaches. These were agreed and should be erected soon.
Op Coriander (Madge Hill, Kniveton, Off roaders ignoring road closure notice.)
Checks had been made by Police, and only one Motor cyclist had been stopped. He was advised and was to pass on to others about the Closure Order. No calls from members of the public since previous meeting (3mths). Police had visited and spoken to a number of residents. Whilst they stated some 4×4 s and motor cycles do go up the lane, it would seem to be an occasional problem. They were encouraged to still report possible offending vehicles.
Persons present at the meeting agreed this did not need to remain a Priority Profile, and it could be closed. (05.07.09 – 10 days after meeting – Report of 5 4X4s driving up Madge Hill, obs put out to Police patrols, nothing found – 1st report in 3 mths).
Op Oilseed (Unruly and antisocial behaviour by School children on the school buses)
Police have liaised with the Bus Company, who stated the older children had now left, and things were quieter. Check done on the Hartington Bus, no issues. Tried to do a check on the Thorpe bus, drove off before Police got on the bus, so presume no problem. It has been followed, and no issues apparent.
Persons present at the meeting agreed this did not need to remain a Priority Profile, and it could be closed.
4. Any new priorities / comments from the floor
PC COOPER explained about Call Derbyshire, that it had been pushed at Parish Council meetings, and that it related to anything that may be County Council related.
DB expressed concern about the road through Okeover Park, and that the edges were falling away. This is in Staffordshire and will be covered either by Staffs County Council or the Okeover Estate.
LR / ME expressed concern about people visiting Dovedale in the evening. Concern was about the type of people, the amount of litter being left, suggestion of drug use / dealing, foil wraps found in the area. Spoke of local residents who walk / run in the area feeling uncomfortable at times. Concern expressed about vehicles ignoring the ‘No Motorised Vehs’ sign and driving to the Stepping Stones. The comments were supported by others present. Meeting agreed that this should become a Priority Profile. PC COOPER explained that the actual access rd to the car park, and Stepping Stones are on Staffs Police area. Derbys do patrol there and will let Staffs know of the concerns and work with them. Will also liaise with National Trust.
MW asked if the public toilets caused any concern as a meeting place for men in the evenings. Police had no reports of this, but will speak with nearby residents to see if it is an issue.
LR asked about the local structure of the NHW and about messages being passed on. Ringmaster was explained, and interest shown by persons present. Parwich Village website (Parwich.org) gets all ringmaster messages and shows them for anyone to view. The Website is excellent, with v good Police pages, Ringmaster forms can be downloaded from it.
MW commented that Police aren’t always letting local NHW coordinators know of incidents they attend that may be relevant to NHW. Missing an opportunity to make public more aware and also use assistance they may provide. Discussion also took place over the effectiveness of NHW signs.
5. Issues from and to Safer Neighbourhoods Theme Group and the Safer Neighbourhoods Communications Officer
Sgt EDWARDS gave some local statistics showing that Crime and Antisocial Behaviour remain at low levels. PC COOPER explained that the Police were going away from Crime Statistics as a measure, and looking more at ’customer’ satisfaction.
Sgt EDWARDS showed the meeting a ‘Granny wedge’, a door wedge that is on the bottom of what looks like a walking stick. These are made at HMP Sudbury, and can be placed behind a door when opening it to unexpected callers. It offers further reassurance to elderly occupants, especially when used in conjunction with a door chain. A donation of £3 is being requested so further supplies can be purchased from the Prison.
The Liberation Day event at Buxton on 3rd July 2009 was explained and details given.

Given as 9th December 2009 at Fenny Bentley School – full details to be confirmed in newsletters, local media, and by ringmaster.
