Minutes from 20th October 2011
Standard Terms of reference for meeting given from Agenda. – Sgt Edwards
2. Minutes of previous meeting discussed.
Group informed that form 421 submitted for highway defect at Kniveton immediately after last meeting. PCSO Cleveley.
Group informed that form 421 with accompanying report and map submitted to Traffic Management for development with DCC highways regarding safety concerns A515 / Spend Lane junction immediately after last meeting any changes would be decision of DCC. PCSO Cleveley.
3. No current Priority Profiles for the area for discussion.
4. No new Priority Profiles identified.
5. Any other business.
a. Theft of Salt/ grit from road bins was discussed, a discussion about what constitutes theft and what would be reasonable behaviour regarding the use of materials from the bins. Group informed that if statement was provided and definition
of theft fully satisfied then a crime could be generated and investigated.
TASK – PCSO Cleveley to have press release issued outlining the crime of theft, road safety issues and inconvenience to community by misuse.
b. Inappropriately parked vehicles close to junctions was discussed and when Police action can be taken.
TASK – PCSO Cleveley to check junctions and other locations during hours of darkness, advise initially owners of vehicles and consider enforcement if no improvement. Press release to support this also to be issued.
c. A 30 MPH sign Hall Lane Thorpe was identified as being overgrown.
TASK – PCSO Cleveley to submit form 421 Highway defect form.
d. National Speed Limits on B Roads and other roads was discussed, with mention of the situation where the A Road has a lower speed limit but the less safe B Road has a higher speed limit, information was provided re de trunking of main roads and resultant speed limit reductions that took place, cost of re designating speed limits on other roads where no evidence exists of collision hotspot of other evidenced hazards was discussed.
e. The current crime risks associated with the area were discussed including theft from non dwellings, theft of metals including lead from Churches. Operation Lockerbie/ Illuminate/ Rascal, all aimed at crime reduction, by increased patrol, use of improved security and provision of discounted security items funded by the Community Safety Partnership were discussed.
f. Further discussion took place regarding the risk at the Spend Lane /A515 junction regarding lighting by premises opposite the junction during hours of darkness. This was seen to be an additional hazard when trying to exit the junction when trying to
judge distance and speed of on coming vehicles.
TASK – PCSO Cleveley to send further report to Traffic Management highlighting above concerns and progress chase initial report.
g. Adele Boshor brought to the attention of the group the good work of PC Ian Cooper and Sgt Edwards explained about PC Cooper winning the Lifetime Achievement award recently and his nomination for the national selection process.
h. NHW was discussed relating to some lack of interest and the need for refreshing in some locations, Sgt Edwards explained that re launches were sometimes necessary, sometimes difficulties in finding a willing street coordinator existed but that NHW
was thriving in most areas.
PCSO Cleveley was wished well on reaching her recent milestone birthday!
