DofE are not normally allowed to run expeditions between Nov – Mar so it is unlikely to have been a group on an organised expedition. If there are concerns at anytime then enquiries can be made to the Central DofE region and they will have full details of any organisation who happened to be in this area at the time.
Yes we are certain it was not DofE, they were a group of males in their early twenties, all smokers. Not your usual walkers!
