I am no expert, but it certainly looks like the picture of a Buzzard in my RSPB Book of Birds.
I often see Buzzards soaring over Parwich Hill and then getting mobbed by the Jackdaws when they approach their colony.
The characteristic “mewing” call always gets me to look up when gardening:
