Well, holes just keep on appearing outside Jack’s house. No sooner is one section repaired than they find another problem. How do we know what is happening higher up and lower down.

It’s all about efficiency. Two holes instead of one provides two employment opportunities, two lots of plant hire, two lots of planning at Matlock (or wherever)….and two lots of expence to the ratepayer. A very efficient way to bootstrap the economy out of recession. We all know the whole of the culvert along Main Steet Parwich needs both reconstruction and enlargement. Using this technique that’s about 50 holes-worth, efficiently providing opportunities though the economic cycle up to the next recession.
