Thank you Sandra for emailing these memories of the building of the old Memorial Hall:
Following on from my recent comment here are some of my memories of the Memorial Hall.
It was great how everyone worked together to raise funds. We children were involved in concerts which took place in the old Institute (a tin shed!). These concerts were put together by Evelyn and Elsie, two village ladies who put a lot of time and effort into them. It was great fun taking part in these shows for adults and children alike.
I also recall walking past the site on my way to school and seeing the builders Tyler and Coates a local building firm from Ashbourne who had been given the job of building this exciting new hall for us with joy of joys!! ……. Inside Toilets!
We were very fortunate to have Sir John Crompton-Inglefield living at Parwich Hall at the time and he very generously matched our fund raising pound for pound so the village only had to raise half the amount needed. That is not to say it was an easy task, it seemed an awful lot of money in those days. So I can understand why people are sad to see the old hall go, myself included. We have very happy memories of the good times we had there: our wedding reception, birthdays, pantomimes, dances to name but a few.
Hopefully the next generations of villagers and children will have as much fun as we did, in a facility which has been built to today’s standards and which will provide a warm and safe environment for all their activities. The word warm certainly strikes a chord with me, as one who has stood many hours at events over the years in that bloomin freezing kitchen!!
Finally I do sincerely hope that when the new Memorial Hall has been built and has been re-dedicated to the fallen (as it will be), that people will feel as proud of it as we did all those years ago and if not then at least acknowledge that it has been another remarkable achievement for a small village.

The minute books of the Memorial Hall management committee go back to before the start of the building work and the early entries make fascinating reading. The old Memorial Hall was built at a cost of £6,000 by the Ashbourne firm Tyler & Coates. The village raised half this sum and Sir John Crompton-Inglefield provided the rest. (more…)

What’s happening to the materials from the demolished hall, that is the question that some people have been asking.
Wildgoose the building contractors have a strong policy on sustainability and responsible building practices, with the recycling of building materials being a cornerstone (excuse the pun) of their business. If anyone saw the demolition or watched Martin’s great video on the Blog they will have seen the care taken over the demolition, separation and removal of all the old materials off the site. The recycling is then carried out by Transcycle who are specialists in this field. (more…)

Week 2 update for the new Memorial Hall

We have a new site manager, Rob Osborne, who will be looking after things during this project. He will be on site most of the time. A specialist firm is just completing the removal of all the asbestos from the old hall and we should get the all clear today, this will mean that the demolition should start by Wednesday at the latest. Obviously during the demolition phase there will be increased activity on the site, with more vehicle movements as the rubble is removed. Mains electricity is being established today, our thanks to the Parwich Legion for facilitating this. Thanks, Ben.
Abstinence Week: what would YOU give up?

According to Wikipedia: “Abstinence is a voluntary restraint from indulging a desire or appetite for certain activities that are widely experienced as giving pleasure.”
Now that our Memorial Hall fund-raising drive is reaching its final stages, perhaps it’s time to think once again about ways in which we can help to raise additional funds for the project.
With this in mind, here’s one possible idea: a sponsored “Abstinence Week”, in which some of us will pledge to give up some of our favourite indulgences, in return for donations (from friends, relatives, colleagues, and anyone else outside the village who might be feeling supportive) to the building fund.
For example: if you enjoy a drink, then why not give up alcohol for a week? Or if you’re a smoker, could you be persuaded to give up tobacco for seven days? For younger people, how about pledging to stay away from sweets and fizzy drinks?
There are loads of other possibilities. Ladies could spend a week “au naturel“, without using make-up or other beauty products. Gentlemen could go without shaving. Internet addicts could refrain from surfing the web. Telly addicts could switch off their TV sets. Game players could shut down their Playstations or Xboxes. Or perhaps users of “colourful language” could promise not to swear!
These are just a few suggestions. But before we commit to organising anything, we’d like to hear from you.

OFT report on ‘cover pricing’

A recent Office of Fair Trading (OFT) report was pointed out to us by several local residents and had already been drawn to the attention of Parwich Parish Council and the Memorial Hall Committee. Although there appear to be no negative implications for the Memorial Hall rebuild, we felt it was important to report in full.
On Tuesday of this week the OFT issued a press release entitled ‘Construction firms fined for illegal bid-rigging’ summarising the completion of a three and a half year investigation.
They fined some 103 construction companies mainly for ‘cover pricing’, that is where companies entering competitive tendering submitted deliberately high bids to ensure an agreed company gained the contract. There were also a number of instances where building firms successfully gaining the contract, paid cash sums to ‘unsuccessful’ competitors, by means of false invoices. The events reported took place between 2000 and 2006.
A significant number of companies co-operated with the OFT investigation and consequently had their fines reduced by between 35 and 65%. It is recognised in the Report that these practices have been widespread in the industry. Indeed the OFT had evidence relating to a considerably larger number of companies nationally, but chose to focus their investigation on the East Midlands, Yorkshire and Humberside.
The report further states that the companies fined may now have more reliable procedures in place than other companies not subject to investigation. The OFT and OCG (Office of Government Commerce) advise that the named companies should not be excluded from bidding for public projects on the following grounds:
- The Parties have received significant financial penalties appropriate to the infringement findings in the Decision
- It would be wrong automatically to assume that construction companies that are not named in the Decision have not also been involved in bid rigging
- As a result of the OFT’s investigation, the Parties can be expected to be particularly aware of the competition rules and the need for compliance and, if anything, are more likely to be compliant
- Many of the Parties have cooperated fully with the OFT’s investigation and a significant proportion have taken measures to introduce or reinforce formal compliance programmes and to ensure that their staff are aware of their competition law obligations.
The contractors for our new Memorial Hall, Wildgoose Construction Ltd were cited by the OFT as being involved is some 7 cases, between April 2001 and July 2003. However, they had stopped this practise some time before the start of the OFT investigation. Wildgoose, though fined, had their total reduced by 50% (the second largest reduction) as a result of their co-operation in the investigation.
The OFT report gives us no grounds to doubt either Wildgoose’s current trading practices or their conduct in relation to our project. Indeed the OFT goes further saying those companies who co-operated with their investigation are now likely to have more reliable policies for public tendering. (more…)

The demolition of the Carbide Shed prompted me to look through the History Society’s archives to see if there was any relevant information. I found it on the following two maps:
The 1843 Tithe Map (held in the County Records Office, Matlock) shows there was a shed on the same site at that date.

Services by gas light

Thank you to Martin C for pointing out that there is still a memento of the carbide gaslights in Parwich Church, namely the gas meter.
A meter suggests that the Church would have been charged for the gas they used. Does anyone have any information on who installed and maintained the carbide generator on the village hall site? Was it run by the community or on a semi-commercial basis?
Also does anyone have a photo of the gas lights in the Church? ( In ‘The Spirit of Parwich’ book there is a photograph taken around 1906 when the Church was still lit by oil lamps.)

Carbide Shed demolition and new Electricity Sub-Station

This week Central Networks will be demolishing the old Carbide Shed on the Memorial site to create a larger replacement shed to house the new electricity sub-station. The demolition work should begin on Tuesday 01/09/09 and is likely to take 2-3 days.
Parwich Parish Council and the Memorial Hall Committee have contacted the immediate neighbours, and they apologise for any inconvenience this work may cause.
This will be followed by the creation of a new sub-station on this site, cabling work along Main Street from the shed towards the old Spar Shop to connect the new sub-station to the mains cables, and work along the foot path to disconnect the old sub-station at the south end of the current Memorial Hall. This electrical work is scheduled to start on the 10th or 11th of September and is planned to take 10 days. (more…)

After a thorough and comprehensive tender process involving five separate building companies competing for the job, Wildgoose Construction Ltd have now been appointed as the contractors for the new Memorial Hall. One of the reasons that this company was selected – in addition to them presenting the lowest price – was their previous experience of working locally and collaborating directly with the Peak District National Park Authority. They demonstrated sensitivity to the demands of working in a village such as ours, and understood the need to keep disruption to a minimum.
Wildgoose has shown a willingness to work closely with the committee and the existing donors and local business who are offering free of charge, or at cost building materials. This ensures that we get best value for money, while keeping the overall cost as low as possible.
We have all been aware of the difficulties created by the recent economic climate. However, every cloud has a silver lining. For us this means building costs have reduced dramatically over recent months, enabling the current estimate to be in the region of £730,000. It is hoped that this figure can be further reduced when the detail of all materials that can be supplied free of charge is known. This can then be further subtracted from the costs.
The revised figure not only reflects reduced costs of building, but also the professional fees for the consultants and design team. Their support has been instrumental in achieving the building cost reductions. Since professional fees were originally included in the fundraising figures as “in kind” contributions, we have now reduced this accordingly. Consequently, the funding gap is now in the region of £40,000 to £60,000, depending on how subsequent costs come down as prices become clearer with time. This is good news because there are applications already submitted (and some with a good chance of success) for grants totalling over £90,000.
The build can now start as soon as all the necessary contractual paperwork has been finalised. Our current expectations are that this paperwork will be completed by mid September.

A new home is being sought for the Memorial Hall piano. It had already been offered to the School and Highfields House, so if anyone has any further ideas for a suitable home please let the Memorial Hall Committee know.
Failing that if anyone is interested in having the piano in exchange for any donation to the new build project, please contact the Secretary as soon as possible.

The Memorial Hall Committee is happy to announce that another £10,000 has been won for the New Build. This comes from the Garfield Weston Foundation and the village is very grateful for their support. Congratulations to the fund raising team.
The Committee is currently working to reduce costs even further by making the hall more sustainable which will allow them to apply for further grants in this area.

Royal Crown Derby prize for Parwich Panoramic Five

The organisers of the Parwich Panoramic Five Fell race are delighted to announce that one of Royal Crown Derby’s exciting new porcelain figurines – appropriately enough a fast cat, has been kindly donated as first prize for the race by Mr Hugh Gibson, Chairman of the famous Derby based fine China manufacturer.
The figurine of the Cheetah is one of a pair produced by top Crown Derby designer Carmen Roome, and there is a companion piece, the baby cheetah so this is part of a mother and baby couple.
The Royal Crown Derby Porcelain Company is a locally owned Company employing about 200 people and manufactures the highest quality English Fine Bone China at its factory on a four and a half acre site on Osmaston Road in Derby. The Company produces bone china tableware, giftware and collectables, for sale primarily in china and glass retailers and department stores, both in the UK and overseas. There is also a popular Visitor Centre at Osmaston Road, providing factory tours, museum, factory shop and restaurant. The present factory was established in 1878 but the business traces its origins to the original factory, which was set up in Nottingham Road in about 1750. Queen Victoria granted permission to include the title “Royal” in the company name in 1890.
The organisers of the Parwich Panoramic Five are delighted to receive such a generous donation which will make a fitting memento for the eventual overall winner of the race, alongside other trophy’s and shields for other race category’s . We have also received an extremely generous donation by Marks and Spencer’s of 100 chocolate lollies, so every junior race entrant will each receive their own tasty memento of the race.

The New Memorial Fund was boosted by another anonymous donation of £500 over the weekend. The committee would like to thank everyone for his or her continuing hard work in raising the money.
Just a word about ‘anonymous’ donations. Sometimes they are from individuals or families that wish to remain quietly private or sometimes they are from a company who like lottery winners, don’t want to be inundated with other requests. Whoever they are we respect their privacy but say a very sincere thank you.

Milestone Day for the New
Memorial Hall:
Less than £100,000 to go.
Today we have not one but two great pieces of news. The first is that confirmation has been announced of a massive £41,653 grant from the Sustainable Development Fund (Peak District National Park Authority) and the second is that leaves only £86,032 to raise. The committee have known about the grant for a couple of weeks but couldn’t announce it until today. They would like to say a special thank you to the Peak District National Park. Following the Community Visit in January, they have been instrumental in demonstrating their support for our new hall by helping and advising us. This has given the committee a tremendous boost.
This grant now means that the fund for the New Memorial Hall tops £781,768.
What an achievement for a small community the size of Parwich and its surrounding villages. This amounts to approximately £1,000 for every man woman and child.
Although the end is in sight it’s imperative that we don’t stop now. Every £10 that we can raise will make a big difference – it will help to equip the spacious kitchen designed particularly with our important Oddfellows lunch in mind but will also let us hold all those milestone celebrations like birthdays and weddings. It will help towards the new meeting room where we can hold all our current meetings such as the History Society and Horticultural Society as well as all those extra things that the survey indicated people wanted to do – art groups, talks, and just general get togethers. So please continue with your efforts for that last £86,000.
The village has worked hard to make its contribution but it was always acknowledged that an amount as large as this could not come from the village alone, so true to its promise, the Committee and the funding group particularly, have sourced every contact and available grant (with hopefully more in the pipeline) Contributions have come from village fundraising, Project Parwich, individuals, local politicians, local and national grant sources. All have been impressed by our small communities’ big dream.
That new hall, talked about for years, voted for five years ago and two years in the planning, is now going to be a reality that we can all use and enjoy.
