The Annual Meeting of Parwich Parish Council and Annual Parish Meeting will be held on the 18th of May at 7.00pm and 8:30 pm respectively in the Memorial Hall.
A regular agenda for the Annual Meeting of the Parwich Parish Council will be published here closer to the date of the meeting. This will follow the normal format for Parish Council meetings including the election of the Chair for the coming year.
There is no prescribed format for a Parish Annual Meeting. As in previous years organisations in the Village are invited to present either in writing or in person information about their activities. The Clerk will attempt to contact possible contributors but if you would like to be involved please feel free to contact the Clerk directly at clerk@parwichparishcouncil.org.uk.

There are usually 10 parish council meetings each year, usually on the third Wednesday of each month, with the exception of August and sometimes December. Councillors have to abide by a code of conduct and complete and sign certain documentation which becomes a public record.
It is expected that all councillors attempt to attend all meetings wherever possible. The meetings usually start at 7.30 pm and generally last at least 2 hours, sometimes longer when the agenda is particularly long. Members of the public regularly attend the meetings to contribute, raise issues and listen to proceedings.The next parish council meeting to discuss this is Wednesday, 18th May 2016 at 7.00 pm in Parwich Memorial Hall.

Vacancy for a part time clerk and responsible finance officer
Parwich Parish Council invites applications from suitably qualified and experienced persons for the above post. The meetings of Parwich Parish Council are held on the third Wednesday of every month (except August and December) at 7.30 p.m., in the meeting room of Parwich Memorial Hall. Parwich Parish Council consists of 7 members.
The Clerk will be expected to work from home for which a small allowance will be paid. The working hours will be 5 hours per week.
If the successful candidate is not, however, already familiar with local government procedures, finance and audit then induction training through DALC will be required. The candidate may also wish to consider working towards the Certificate in Local Council Administration.
Some of the duties that the successful candidate will be responsible for include:-
* The preparation of meeting agendas and taking accurate minutes of Parish Council Meetings
* Keeping accurate financial records, banking, invoices, payment of accounts and HMRC payments/wages
* Liaison with contractors
* The council’s budget; liaising with auditors; preparing end of year accounts
* Acting on resolutions made at the parish council meetings
* Maintaining records of assets and insurance
* Maintaining and updating the parish council’s website
The salary will be at NALC/SLCC Scale. SCP 18-22 (£9.21 – £10.52 per hour) dependent upon the experience and qualifications of the applicant.

PARWICH PARISH COUNCIL
A vacancy will arise from 1st April 2016 at Parwich Parish Council
for a part time Clerk and Responsible Finance Officer.
The above position is an interested, varied and enjoyable position and would suit a person who possesses the ability and qualities to carry out the duties detailed below:
The successful applicant will need to be computer literate, have good administrative and accounting skills and ideally possess a working knowledge of local government law and procedures although the successful applicant can attend a clerk’s induction/training course at the Derbyshire Association of Local Councils (DALC). A degree of flexibility is essential as evening meeting nights and times may have to vary.
The council usually holds 10 meetings a year with the exception of August and December on the third Wednesday monthly; it maybe possible to renegotiate the meeting day. Attendance at all evening council meetings is essential. Extra ordinary meetings may also be required. Attendance at the Parish Annual Meeting is also required. The meetings are open to the public.
Some of the main duties include:
* Working from home as there is no parish council office for which an allowance will be paid
* Travelling to evening meetings and any necessary training
* Management of the parish council’s website
* Management of caravan bookings (rarely more than 3 each year)
* Regular liaison with council members, contractors and snow wardens
* Preparation and production of word processed agendas and accurate minutes taken at evening
* Dealing with the parish council’s financial accounts, production of financial spreadsheets, year end accounts and bank reconciliations, liaison and meeting with internal auditor, liaison with external auditor, completion of external audit documentation.
* Banking parish council income.
* Maintaining accurate financial records complying with current internal and external audit regulations
* Management of employee’s payroll and compliance with Her Majesty’s Revenue and Customs’ requirements
* Maintaining accurate VAT records and annually reclaiming VAT from Her Majesty’s Revenue and Customs
* Management of contractors and liaison with hard court bookings’ officer
* Liaison with tenants, issuing notice of rents, obtaining rents, banking rents
* Maintaining up to date asset register
* Dealing with correspondence and required communications from meetings
* Producing regular budget statements for members and budget calculations to assist with precept
* Claiming reimbursable expenditure for the council
* Preparation of contracts, invitations for tenders
* Liaison with local groups
* Dealing with planning applications
* Storing parish council documents
* NB. Mileage allowance will not be paid for travel to and from normal council meetings.
The hours of work and salary for this position together with any other relevant information will be determined at the meeting of Parwich Parish Council meeting on 17th February 2016 and will be posted, thereafter, on Parwich Parish Council’s website and on Parwich Blog.

Parwich Parish Council usually meet on the third Wednesday of each month at 7.30 pm, in Parwich Memorial Hall.
Members of the public are most welcome to attend and a public speaking section will feature on each month’s agenda.
The proposed dates for forthcoming parish council meetings are detailed below, however, it must be noted that these dates may be subject to change due to a variety of reasons. The parish council does not ordinarily meet in August and December of each year.
There will also be an annual Parish Council meeting and an annual meeting of the parish held each year which will be advertised.

DDDC have issued a notice of election for Parwich Parish Council. The Parish Council is made up of 7 councillors. When the last election was called 2 people put themselves forward for nomination and were duly appointed as parish councillors on 7 May 2015. These 2 are Phillip Kirkham and Mick Edge (jnr).
Parwich Parish Council needs 3 members to be quorate, with only 2 members appointed it is not in a position to be able to function. The notice issued by DDDC gives the opportunity for people to put themselves forward for nomination. We need at least one person for the Parish Council to function and ideally 5 people to have a full council.
If more than 5 people put themselves forward for nomination there will be an election in the village on 18 June. If 5 or less people put themselves forward for nomination they will be appointed unopposed.

This Thursday (7th May) sees elections for the House of Commons, our District Council and local Parish Councils, but in our immediate area we will only be polled for the Parliamentary election. Our Polling Station is the Memorial Hall (click here for other Derbyshire Dales Polling Stations).

- Eaton & Alsop Parish Council: John Bunting, Christopher Duffell and David Wainwright are the only nominations, so they are elected unopposed.
- Parwich Parish Council: Mick Edge Jr and Phil Kirkham are the only nominations so they are elected unopposed, however they will not be quorate (a minimum of three). The Returning Officer will call another election so that more people can stand, and if more stand than the remaining five vacant seats then a poll will be held. (Click here for more information.)

Thank you to DDDC’s Democratic Team Leader for clarifying the position regarding the Parish Council nominations:
The two candidates will be declared elected unopposed but they will not be able to act as Councillors until a quorum is obtained. The Returning Officer will call another election after 7 May (this will probably take place mid to end of June) and a poll will be held if there are more candidates than vacancies. If, however, the candidates that come forward are less than or equal to the number of vacancies, they will also be elected unopposed and, provided it is then quorate, the Council will be able to function again.

In the February meeting the Parish Council decided that the minutes of the parish council meetings will now only be placed in the village shop and on the Parish Council’s own Website (when it becomes available). The agendas of the parish council meetings will now only be placed in the village shop and on the parish council notice board.
The blog team is aware that a number of people rely on the internet to view the minutes of the parish council meetings and, as the parish council website site is not yet available, we have photographed these documents. Unfortunately this means the quality of these documents is rather poor; however you can still read them. Parwich Parish Council should consist of 7 members council (to be quorate at meetings there must be at least three parish council members elected in May).
Some members of the present parish council may not choose to stand for another term of office; therefore, if insufficient interest is received by Derbyshire Dales District Council at the elections from present members of the parish council and members of the parish, to be members of Parwich Parish Council, then Parwich parish may be without a parish council.
Please give consideration to this notice, to viewing the information regarding the application process and the implications of possibly being without a parish council.
