Action Grants

Derbyshire County Council have asked the Parish Council to publicise the availability of these grants. There are 2,000 grants of up to £500 and a smaller number of larger grants.

More details available here.

Somewhere in Derbyshire has to get this money – some of it could be for Parwich!

The Annual Meeting of the Parish Council and the Parish Annual Meeting will be held in the Memorial Hall at 7.00pm and 8:30pm respectively on MONDAYthe 13th of May.

There will not be a Parish Council meeting on the third Wednesday of May – the 15th – as previously advertised.

The Parish Council is required to hold a Parish Annual Meeting each year. This meeting is not a formal Parish Council meeting and has no set format.

As in recent years the Parish Council will take the opportunity to provide summaries of activities and finances during the past year.

Village organisations are also welcome to talk about their own past and planned activities if they wish.

If you represent a village organisation and would like to do this, or have any other suggestions for the meeting, please contact the Clerk.

Dog Fouling

This from the Parish Council-

Concerns about dog fouling on the Parson’s Croft playing field have again been raised with the Parish Council. Like all open public spaces in the Village, Parsons Croft is already covered by a Derbyshire Dales Public Space Protection Order. This makes failure to clear up dog fouling an offence for which a fixed penalty can be issued.

If the problem continues, the Parish Council may feel that it has no alternative but to consider applying for a Dog Control Order (DCO) banning dogs from the area altogether.

The Council would be very reluctant to take this step, recognising how unfair it would be to the majority of responsible dog owners. But it has also to consider how unfair it is to residents, and particularly children using the area, to expose them to the health risks caused by illegal dog fouling.

If a DCO had to be introduced, responsibility for the injustice caused to some would lie clearly with those dog owners who had caused the problem.

Please help the Council to avoid the need to consider such a measure by ensuring that these concerns as widely understood as possible.

This will bring them to the attention of the enforcement officers who can issue fines. It is not necessary to identify the offender in order to make a report. It is possible to request removal of faeces, but if it has been dealt with this can be noted on the report.

Parish Council Elections

The Returning Officer for Derbyshire Dales has asked to publicise the following in relation to the forthcoming Parish Council elections.

Summary

The Elections (if required) will take place on the 2nd of May.

Those who wish to stand can download nomination packs at www.derbyshiredales.gov.uk/elections2019

Candidate Briefings

The Returning Officer has arranged a briefing for prospective candidates at Matlock Town Hall at 6.00pm on Tuesday 19 February 2019 when they will outline what the role entails and the nomination process. This is open to anyone interested in standing for election in Derbyshire Dales.

There will be a further briefing for confirmed candidates on Tuesday 9 April 2019, also at Matlock Town Hall at 6.00pm. On this occasion they will point out some election do’s and don’ts and also provide details of the counting arrangements. All confirmed candidates and agents (where appropriate) are invited

Nominations

The Returning Officer will accept nominations at Matlock Town Hall

18 March – 3 April (between 10am and 4pm)

At the Agricultural Business Centre Bakewell

Friday 22 March – 2pm – 4pm
Monday 25 March – 10am – 12 noon

At Ashbourne Town Hall

Friday 22 March – 10 am – 12 noon
Monday 25 March – 2pm – 4pm

Whilst not mandatory, candidates are strongly advised to make an appointment during the above times, by calling 01629 761335, to avoid delay and to allow the Returning Officer and her staff to carry out an informal check of the nomination so that any errors or omissions can be rectified prior to formal submission.

Parish Clerks

To maintain their impartiality Parish Clerks should not assist sitting or prospective members with their applications and, consequently, Derbyshire Dales District Council will not be supplying nomination packs to Parish and Town Clerks.

Further to the recent correspondence which the Parish Council has had with the Traffic and Road Safety Service of Derbyshire County Council you may wish to read their latest response. It’s not at all supportive of the wishes of the village as expressed by our Parish Council. It’s quite a long response when really they could have just said no we don’t want to spend any money on you (how much do a few signs with 20 painted on them cost?, or false road narrowing gates at the entrance to the village like Brassingon?)

Parish Council Vacancy

The resignation of John Barnett has created a casual vacancy on Parwich Parish Council. No by election has been requested during the statuary notice period. The Parish Council can now fill the vacancy by co-option. If you are interested further detail can be found here.

At meetings in January and February the Parish Council will discuss its budget for the next financial year starting in April.

The Parish Council would be interested to hear any suggestions from residents about what they would (or would not) like the Parish Council to spend money on. Comments are welcome regarding spend on both regular items (e.g. mowing) and one off projects (e.g improving facilities).

Details of expenditure for the last full year (2017-18) can be seen here.

As part of the budgeting process the Council will also decide if there should be any change to the annual precept. (currently £0.80 pence per week for a Band D property).

Comments can be made to the Clerk ( clerk@parwichparishcouncil.org.uk ), or any Councillor, or members of the public can attend and speak at meetings.

You should be aware that there are some rules regarding what Parish Councils are allowed to spend money on. If suggestions are for something the Parish Council is not permitted to spend money on, this will be explained.

The Traffic Management department of Derbyshire County Council recently responded to the Parish Council’s concerns regarding vehicle speed in the village. They would not implement a 20mph limit but were prepared to place additional 30mph repeaters in the village.

After this response was posted on the blog the Parish Council received a number of comments from residents and discussed the issue at its recent meeting. As a result the following reply has been sent back to Traffic Management.

The Parish Council also suggests that residents with views on this subject write directly to Traffic Management at

ETC.TrafficManagement@derbyshire.gov.uk

to emphasise their concerns.

Parsons Croft Car Park

We have received this from the Parish Council –

Some of you may be aware that the Parish Council has been pursuing the possibilty of reducing the traffic speed limit through the village to 20 mph for some time. Derbyshire County Council have finally responded to the council. Unfortunately they have refused to reduce the speed limit to 20 mph but will install additional 30 mph repeater signs.

The Parish Council will have the opportunity to consider responding to this letter at the next Council meeting on the 21st of November. I’m sure the council would welcome any comments either here via the blog or directly to members of the council or Andrew Martin the clerk clerk@parwichparishcouncil.org.uk

Pump Hill

A resident of the village has prepared a document describing the current and a possible future lay out of Pump Hill. This reflects a number of ideas that have been discussed at recent meetings. No decisions have yet been taken to implement these or any other ideas but the Council is keen to hear residents’ views about them or other alternatives.

To encourage this the document has been published on the Parish Council’s website and can be viewed here or by using the link on the Council’s web site home page.

New Climbing Frame

 

The new climbing frame on the Green is complete. There is still fencing up while the cement around it sets fully. The fencing should be removed in the next few days.

New Climbing Frame!

On Monday the new climbing frame will be installed on the green. It will be located between the tree with the seats and the existing row of swings. An artists impression of the installation can be seen here. Please note note that differs slightly from what will be installed. All of the features are the same but it is being installed in an “L” shaped configuration to tuck around the tree. This will maintain sight lines along the green and access for the funfair at Wakes.

Most of the current equipment was installed over fifteen years ago so an update with scope for more imaginative play has been well overdue. The equipment chosen was based on ideas provided by children at the school.

The Parish Council has been able to purchase the new climbing Frame with assistance from the Tarmac Landfill Communities Fund (via the Derbyshire Environmental Trust) and the Derbyshire Dales Local Project Fund.
