Pump Hill Meeting

Notes of Meeting to Discuss the Future of Parish Council Land off Pump Hill 23 February 2015 at Parwich Memorial Hall

Over 50 residents were in attendance.

Peter Trewhitt opened the meeting on behalf of the blog team and introduced Councillor  Simon Spencer. Cllr Spencer outlined the purpose of his role and emphasised that he was there as an independent chair.

David Wigley outlined the process of acquiring the land when he was Chair of the Parish Council. Cllr Spencer then opened the meeting for comments.

After considerable discussion the following points were agreed:

  • the land should remain as garden indefinitely
  • that the Shields family are regarded as the preferred custodians
  • should the Shields decide not to exercise their right of pre-emption, then this would be opened up again for consultation.

Parwich Parish Council would like to advise about the forthcoming parish council elections in May 2015.

The nomination pack and set of forms are now available to view and download from Derbyshire Dales District Council’s site:

http://www.derbyshiredales.gov.uk/your-council/elections/2015-elections/town-and-parish-council-elections*

If you are eligible and interested in standing as a member of Parwich Parish Council in May 2015 then please follow the instructions found through the above site regarding the election process and deadlines. Please note applications must not be made to the clerk to Parwich Parish Council.

Parwich Parish Council should consist of 7 members council (to be quorate at meetings there must be at least three parish council members elected in May).

Some members of the present parish council may not choose to stand for another term of office; therefore, if insufficient interest is received by Derbyshire Dales District Council at the elections from present members of the parish council and members of the parish, to be members of Parwich Parish Council, then Parwich parish may be without a parish council.

Please give consideration to this notice, to viewing the information regarding the application process and the implications of possibly being without a parish council.

Please could you inform people of a big pothole in village on the pavement near the duck pond (opposite pub) it’s got much bigger since the snow and is giving way if you press near it! I have reported to Derbyshire County Council and asked them to action as soon as possible.

Alternatively let the Parish Council know and they can add the information to their regular update on roads for the County Council.

Our poll on the idea of of a public meeting relating to the future of the community owned land off Pump Hill (see https://parwich.org/2014/12/26/land-off-pump-hill/ ) so far has attracted 136 votes. This makes it the most responded to poll here at parwich.org. A clear majority of 78% are in favour of the option:

These results will be passed on to Parwich Parish Council.

Parwich Parish Council have spent considerable effort exploring some possible uses of the land on the west side of Pump Hill that makes up part of the Square (click here to see extracts relevant Council minutes). However their proposed sale of this land has prompted local controversy (click here for some of the responses here at parwich.org).

The sale of this piece of community owned land would be an irreversible step. Should there be a public meeting and consultation prior to a decision being made on this issue or should the Parish Council be left to make the decision on our behalf?

As of 11pm Wednesday 5th November, our recent poll, here at parwich.org, indicates that some 19% of respondents use the Vodafone mobile network and of these 90% have no mobile reception at all. Also it would appear that Vodafone reception is poorer than other networks, though only three individuals (9%) reported an adequate signal. (NB. If you do have a good signal, do share which network you use.)

A majority of respondents (91%) are in favour of local participation in the Vodafone Rural Sure Signal programme. (Click here for information on the scheme.) To move this forward, it needs volunteers to identify a site for the required unit and to liaise with Vodafone and with the Parish Council(s). The Blog Team would be happy to support anyone taking this on.

Martin C suggested we run a post in response to a recent article in the Ashbourne News Telegraph, where our MP, Patrick McLoughlin, urged villages to put themselves forward for the Vodafone ‘Rural Open Sure Signal’ programme. Click here for more information on this Vodafone scheme.

This scheme uses a local booster using broadband, which “… creates 3G signal. It’s also ‘open’, so as long as you’re within range and have a 3G device, you’ll automatically connect to it. This means you’ll be able to make clear calls and get online in rural locations where you couldn’t before“.

A range of people have asked the Parish Council to take action in relation to the ongoing dog fouling problem in the village:

It has been brought to the attention of Parwich Parish Council that there has been an increase in the number of incidents of dog fouling in the village.

This is of serious concern to members of the parish council and residents but is of particular concern to the staff at the primary school as dogs have been allowed to foul the public areas used by children. The affected areas include: the pedestrian walk way down to the school from Kiln Lane; the former cricket pitch, football pitch areas and the problem is also regularly occurring on other public areas such as village greens, playground areas and the rear of the Memorial Hall.

The health of vulnerable young children is of great concern to the school staff and the parish council members. The practice of allowing dogs to foul these areas must cease.

Work on the Ponds

Today the Jubilee Pond and Sheep Wash [also called the Dam] were dredged to remove the excess silt and weed. The photos show before and after. The contractors have not quite completed the work. A small amount of tidying up will be carried out by them next week, which includes a little reseeding.

The Parish Council would like to replant a small area of the Sheep Wash and Peak Park have suggested planting some yellow flag iris. If anyone has any in their ponds, surplus to their needs, the Council would gladly arrange for them to be planted in the pond.

Parwich Parish Council is still looking for someone to clean the toilets at Parsons Croft. The toilets need to be cleaned once a week now until 1st October 2014.

It is with regret that if a cleaner cannot be found to clean the toilets then they will have to remain locked.

If you are interested in this position of employment the details are as follows:

Cleaner at the toilets at Parsons Croft, Parwich

Duties of Work:​To clean the gentlemen’s and ladies’ toilets at Parsons Croft, Parwich once a week between 1st April and finishing on ​1st October 2014

Duties include:​

  • cleaning the toilets (gentlemen’s and ladies’ toilets)
  • sweeping and cleaning the floor
  • cleaning the sinks
  • cleaning the windows as and when required
  • laundry of hand towels
  • purchase of toilet rolls and cleaning materials (reimbursement will be made on production of receipt)

Salary:​ The salary is £10.00 per week.

Hours of Work:​ The normal hours of work are one hour per week.

This evening Parish Annual Meeting included an excellent ‘Group and Societies Exhibition’ with very tasty cakes and other refreshments laid on by Catering 4 Parwich. Unfortunately the numbers of people enjoying it were limited.
