The Parish Council has again requested support from the highways Authority (Derbyshire County Council) to address a number of concerns raised by residents. This time we sought the support of our County Councillor Simon Spencer.
This reply was received from Councillor Spencer’s Office.
A link was also provided to the report on 20 mph limits to the Cabinet of Derbyshire County Council in January 2019.

We received this yesterday from Saskia T:
White Van – various damage
This afternoon, between 13:00-13:30 approx., a white van(unmarked?) caused damage to a propertyalongCreamery Lanetrying to negotiate a corner,as well as damage to the Creamery Green after trying to reverse firstup Monsdale Lane, then back down and again reversing up Creamery Lane as far as the top of the Green taking chunks out of the Green and leaving scrape marks on the road. The driving standard was clearly appalling.Unfortunately I didn’t get to the road in time to talk to the driver (plus 1 passenger?)nor tot ake the registration number. I could only watch the van disappear in the distance…I got the impression that they hadn’t reached their destination and simply gave up.
Does anyone know who this could have been, did anyone expect goods but didn’t receive them? The firm / driver of this van really needs to know that their actions are totally unacceptable.
Thank you to Richard T for sending us this photo of the damage to the Green

This was reported this morning at 9.34:
Backhill Lane blocked.
A tree has fallen across the road on Backhill Lane just north from where is joined by Monsdale Lane. It has been passed using the verge but this may not be suitable for larger or more delicate vehicles. It has been reported to the police who should arrange for it to be cleared.

The Parish Council has been approached by residents concerned about the number of cars that are sometimes parked in this area. The Clerk undertook to look into the possibility of using a residents’ parking scheme to address these concerns. These schemes are run by the Highways Authority (Derbyshire County Council) who provide details on their website. These schemes cover relatively large areas, do not guarantee parking in any particular place and come at a significant cost to residents. They do not seem suitable for Parwich.
The owner of the Old Shop has kindly allowed the Clerk to have sight of the marketing text for its letting and the advice for guests. This is consistent with trying to avoid inconvenience for residents, although it is not possible to guarantee that it is always followed.
The road is a public space and the Parish Council does not formally have either any authority, or responsibility, to control how it is used. Should vehicles be parked illegally (e.g. either obstructing emergency vehicles or not taxed) this can be reported to the relevant authority.
The Parish Council would therefore simply like to encourage residents and visitors to park considerately and continue to attempt to resolve any problems courteously.

Polite plea to reduce speed
I would like to put out a plea to all drivers in the village to reduce their speed, especially now the summer has started.Like other grandparents, I shall be looking after my grandchildren occasionally over the summer holiday period. Whilst most drivers are very considerate, some drive at an irresponsible speed.
As DCC hasn’t accepted the village’s request for a 20 m/h zone, there’s nothing to stop us from adopting this on a voluntary basis.

The Parish Council has received a number of comments about potholes in and around the village. The Parish Council has no powers to deal with these are they are the responsibility of the Highways Authority, Derbyshire County Council. They do respond to problems logged on their website which can be reached here.
If you wish to log an issue and are unable to this site the Parish Clerk can assist you.

A road near Brassington has reopened after a lorry ran into a bridge causing extensive damage yesterday (Wednesday 17 April). But a stretch of Derbyshire County Council’s High Peak Trail which was carried over the B5056 by the bridge remains closed.
The county council removed the bridge to make it safe following the incident and is now investigating whether alternative measures can be put in place to allow trail users to use the full length of the High Peak Trail again.
Councillor Simon Spencer, Derbyshire County Council’s Cabinet Member for Highways, Transport and Infrastructure, said:
“The High Peak Trail is popular with walkers, cyclists and horse riders and we’re looking at what potential measures we can put in place to allow people to keep enjoying this well-used section of the route while the bridge is rebuilt.”The High Peak Trail stretches 17.5 miles from High Peak Junction near Cromford to Dowlow near Buxton. Middleton Top Visitor Centre and car park will remain open allowing visitors to access the High Peak trail down to High Peak Junction and the Cromford Canal.
The High Peak Trail will remain open to just beyond Harborough Rocks where the Limestone Way crosses the Trail. This closure will be in place up to where the trail crosses the B5056.
Visitors can also park at Minninglow or Parsley Hay which are at the other side of the closure.

Given the recent correspondence between the Parish Council and DCC, it is interesting to see this statement issued by DCC today:
Derbyshire County Council puts the brakes on 20mph speed limits
Plans to trial 20mph zones in three places in Derbyshire will not now go ahead because they are not considered the most effective way to reduce road speed. In 2016 it was proposed to pilot 20mph speed limits – reduced from 30mph – in Brassington, Fritchley and Ilkeston.
These pilots would have followed on from a trial in Padfield, in the High Peak, where the 20mph zone was marked by road signs only. Data from the trial in Padfield, which ran from 2015 to 2018, showed that on average, motorists travelled only 1mph slower than before the signs were put up.
Councillor Simon Spencer, Derbyshire County Council Cabinet Member for Highways, Transport and Infrastructure, said:
“The point of reducing speed limits is to reduce road speeds so that we reduce casualties. Findings from the trial in Padfield show that average speeds only reduced by 1mph, and in fact the number of collisions increased.
“These results were broadly similar to other national trials, which is that just putting up 20mph signs do not make a significant difference to how fast people drive on the road.
“We have to use our limited resources where they are going to have the most effect, which means that we won’t now be introducing 20mph signed zones in the three areas, Brassington, Fritchley and Ilkeston.
“There’s also no evidence from the Padfield trial that lower speed limits encourage wider health benefits.”

Further to the recent correspondence which the Parish Council has had with the Traffic and Road Safety Service of Derbyshire County Council you may wish to read their latest response. It’s not at all supportive of the wishes of the village as expressed by our Parish Council. It’s quite a long response when really they could have just said no we don’t want to spend any money on you (how much do a few signs with 20 painted on them cost?, or false road narrowing gates at the entrance to the village like Brassingon?)

The Traffic Management department of Derbyshire County Council recently responded to the Parish Council’s concerns regarding vehicle speed in the village. They would not implement a 20mph limit but were prepared to place additional 30mph repeaters in the village.
After this response was posted on the blog the Parish Council received a number of comments from residents and discussed the issue at its recent meeting. As a result the following reply has been sent back to Traffic Management.
The Parish Council also suggests that residents with views on this subject write directly to Traffic Management at
ETC.TrafficManagement@derbyshire.gov.uk
to emphasise their concerns.

Some of you may be aware that the Parish Council has been pursuing the possibilty of reducing the traffic speed limit through the village to 20 mph for some time. Derbyshire County Council have finally responded to the council. Unfortunately they have refused to reduce the speed limit to 20 mph but will install additional 30 mph repeater signs.
The Parish Council will have the opportunity to consider responding to this letter at the next Council meeting on the 21st of November. I’m sure the council would welcome any comments either here via the blog or directly to members of the council or Andrew Martin the clerk clerk@parwichparishcouncil.org.uk

Did anyone see a lorry or van drive into the new section of verge in Creamery Lane, between 1.30pm and 3pm today (Thur 21st June)? Did anyone in Creamery Lane or Monsdale Lane have a delivery this afternoon?
The new turf was laid just over three weeks ago. I know it was after 1.30pm as I spent a couple of hours repairing another section of verge not long reseeded this lunch time that was churned up by an oversized delivery vehicle several weeks ago.
If anyone saw who it was I will contact the company to get them to pay for repairs.
Contact Peter T or email parwich@hotmail.co.uk
Update 5.30pm Thur: A possible culprit was a Birmingham Fuel Oil tanker, unfortunately their office is currently closed (see http://birminghamfueloils.co.uk/ ).
Update 10.30pm Fri: The Birmingham Fuel Oils driver says it was not his fault, but that he saw a TNT lorry in the area. Can anyone confirm that, before I contact TNT?

We have received the following statement from Derbyshire County Council via our Parish Council.
We recognise how important the condition of the roads in Derbyshire are to Derbyshire residents and the difficulties they are currently facing. However Derbyshire County Council is doing its utmost to complete the necessary repairs in a timely manner, and below is an update on the steps we are currently taking to alleviate what we consider to be a very challenging situation.
In the first week of March whilst the adverse weather was preventing us from getting on the roads we were only able to repair just over 323 pothole in that week.
Last week following the roll out of the approved investment and delivery plan on a four day week (due to back holiday) we completed just in excess of 1,000 pothole repairs.
We currently have just over 70 operatives out on the network repairing potholes.
We currently have 9 hotbox gangs in operation, working extended hours and weekends. As of Monday we will increase this number to 12.
All hotbox gangs have a mandate to find and fix.
We have patching gangs in all three areas of the county undertaking large sections of patching repairs.
We have two Jetpatchers focusing on Derbyshire rural network. We will continue to endeavour to complete the necessary repairs.
Regards
Cllr Simon Spencer
Deputy Leader & Cabinet Member for Highways, Transport & Infrastructure

DCC will begin work to make safety improvements at an Ashbourne town centre traffic hotspot next month.
To minimise disruption, improvements to the ‘Ashbourne Triangle’ pedestrian refuge will be carried out in two phases to keep traffic flowing in one direction at a time. The work is expected to take two weeks.
Starting on Monday 9 April the northbound carriageway of the A515 towards Buxton will be closed so the market place side of the triangle can be narrowed.
The following week, starting Monday 16 April, the opposite carriageway heading into Ashbourne will be shut, so the other side of the triangle can also be slimmed down.
This is to give traffic using the one way system on both sides of the A515 at the junction of St John’s Street and Buxton Road more room to negotiate the narrow road and tight corners by providing more turning space.
The pedestrian crossing on Buxton Road, outside the town hall, will also be upgraded while the road closures are in place.
Signposted diversions will be in place while the work is carried out. For the week starting 9 April the diversion for northbound traffic will be along St John Street, Hall Lane, King Street and Buxton Road. Southbound traffic will flow as usual.
The following week’s diversion for southbound vehicles will be Buxton Road, King Street and Hall Lane. Northbound traffic will flow as usual.
Evening road closures will then be in place from 6.30pm to midnight between Monday 23 to Friday 27 April so that both sides of the carriageway can be resurfaced and white lines reinstated.
Plans for a new Ashbourne by-pass are also on the table. Last year the county council’s cabinet gave the green light for investigation work to be carried out into the possibility of a by-pass. Options for long-term solutions to the town’s traffic problems, other than a by-pass will also be considered. Evidence into the feasibility of a by-pass is now being collected. This will then be used to put together a business case to identify potential solutions to the town’s congestion problems.
