BLF decision tomorrow

Proposed new HallThe countdown continues, with the BLF grants committee making the decision on our new Memorial Hall application tomorrow.

We do not know when we will be officially informed of the result, and we may not be able to make a public announcement until the Lottery press release is ready for circulation.

(However the Memorial Hall  Management Committee are meeting at the Sycamore Inn tomorrow evening at 8pm.)

The count down for the decision by the Big Lottery Fund on our grant application is on.

fingers-crossedThe BLF are to consider the Community Buildings Programme applications on Tuesday the 25th November. Though the grants committee have leeway to delay making the decision up to early next year, it is their intention to make the final decision that day. So we should know next week if we have the grant.

 

The next Memorial Hall Management Committee Meeting is on the evening of the 25th Nov.

Memorial Hall Architect wins 3 Awards

Two buildings designed by Marsh:Grochowski, the architects who are also designing our new Memorial Hall, have won three of this year’s regional awards presented by the Royal British Institute of Architects, East Midlands, in association with Ibstock Brick and the East Midlands Development Agency.  Our architects’ environmental achievements on these two buildings was stressed.  RIBA’s Regional Chairman said:

There is a strong emphasis on sustainability in the awards, with architects choosing materials sympathetic to their setting and the wider environment.

This afternoon’s meeting with Justine Ball, our grants officer for the Big Lottery Fund, was very positive. She met with several of the Project Team: Mike Gerard-Pearse, Brian Beasley, Val Stevenson, Nick Stevenson and Peter Trewhitt. First she looked round the Memorial Hall and the site, and then we moved to the School to access their internet and projection facilities.

We discussed the consultation process, the additional future uses of the Hall that have been identified (e.g. after-school activities and adult education classes) and our strategies to obtain matched funding / in kind donations. Some additional detail was required and several of our outcome measures need rewording to fit into their format, but overall Justine was very complimentary of high standard and thoroughness of our application.  (more…)

BLF visit Parwich tomorrow

The Memorial Hall Redevelopment Project continues to move forward.  Tomorrow afternoon Justine Ball of the Big Lottery Fund is visiting Parwich to meet some members of our Steering Group and to visit the Hall site.  She is the Grants Officer overseeing our application and is gathering information towards their final decision whether or not to give us the grant.

The new date for the fund raising Snail Trail is Saturday 25th October.  If you have not already booked in your stall please contact Barbara on 279 as soon as possible.  Also can you help publicise this event by printing out posters and taking them out and about with you?

If you can help, click on the poster below to access it as a pdf that can be easily printed out on A4, then select the print icon in the tool bar.  Please put the poster up anywhere you visit in the surrounding area where people might be interested (e.g. work places, colleges, shops, garden centres).  The more people that know about it the more successful the event will be.

Ruby Hickmott who has been doing this job incredibly well, is having to resign due to pressure of work. She has made a great effort to get this off the ground so far and has set a good pattern for someone to follow.

Just to remind you, Project Parwich is the umbrella name for all the events that are being organised to raise money towards the rebuilding of our new Memorial Hall. It is even more important now that we have Planning Permission and the final Lottery Bid has been submitted. Lots of great people have organised things so far – things that we can enjoy while we raise money. Briefly the job consists of;-

  • Keeping a calendar of events that people would like to organise and making sure that they don’t clash with other village events.
  • Putting organisers in touch with others who have volunteered help
  • Keeping that list of volunteers up to date and encouraging others to help.

If you feel that you might be interested then phone Patti Beasley on 390206 to chat.

Meanwhile, if you have already said you are going to organise something can you please contact Patti until someone takes on the co-ordinators role?

The above is a step nearer to happening.  As you know we have already received a Stage I grant to help us finalise the plans and gain planning permission.  Now after a lot of hard work the Project Group have completed the final Stage II form for our Big Lottery Fund grant application, and Mike G-P took it in person to their Offices in Birmingham this morning.

Well done all who have got us to this stage!  Now we wait and keep our fingers crossed.

Burning the midnight oil

Spare a thought for those that have been working incredibly hard on our behalf to complete the Big Lottery Fund bid for the Memorial Hall project.  The deadline is on Tuesday, and various people (including Amanda, Brian, Kevin, Lynette, Mike and Val, as well as lots of others) have put in and are still putting in a lot of hours to ensure the bid is as good as it can be.

Your commitment to this community venture is much appreciated.  Also it is good to see that Graham and Amanda can still smile despite their computer blowing up this afternoon taking a section of the bid with it.  Amanda with remarkable calm said, “Oh, it will be alright, we should only have to redo a couple of hours work“.

It’s not too late to join the Snail Trail Sale– so far Barbara has 19 people who could be making a small fortune at their garden gate selling all those things too valuable to throw away but too much effort to do anything else about. You can sell anything from antiques, unwanted furniture, Aunty’s Christmas presents for the last twenty years to books, jewellery and toys. Everything will be organised for you – all you have to do is put a table or gazebo up and fill it with your unwanted items. Approval for two new village halls in national park

The Peak District National Park planning committee has given unanimous
approval for two new village halls to meet the needs of the 21st
century.

Villagers of Parwich (near Ashbourne) and Over Haddon (near Bakewell),
who attended the meeting, were delighted that they can now replace
out-dated, inadequate facilities.

Both schemes resulted from the communities and their designers working
together with planning officers to achieve modern, energy-efficient
buildings which meet local needs as well as enhance the national park.

The new halls will be stone-built to harmonise with their village
settings, with disabled access and limited parking. Both have won
backing in principle from various funding bodies, including the Big

After 1 ½ hours and super presentations by all, planning permission was granted.


Subject to funding this is how our new Memorial Hall will look.

The first item on the Agenda was a rebuild of the village hall at Over Haddon, which was approved unanimously by the Committee. They are currently also going for the same Big Lottery Fund grant as we are. Then came Parwich Memorial Hall. Between 45 and 50 people from Alsop, Parwich, etc attended the meeting, ranging from the very young to the more mature, and a very enthusiastic bunch we were to. The Chair of the Planning Committee had to request that we did not clap after a spontaneous burst of applause followed the first speaker.  (more…)

The Planning Committee meeting starts at 10am Friday 15th Aug and is in the Conference Room at the Bakewell Agricultural Business Centre.  We are second on the Agenda after an application for a new village hall at Over Haddon, so you will need to be there by 10-15am.

Don’t forget the deadline for your comments on the amended plans for the proposed new Memorial Hall is 5pm today.  You can email your comments to planning.service@peakdistrict.gov.uk.  The Planning Officers will be presenting a supplementary report with new recommendations, taking into account the amended plans and the additional comments to the Planning Committee.  The application will be heard at Friday’s Planning Committee meeting which is being held at the Bakewell Agricultural Centre.

The deadline for indicating your intention to speak at the meeting was noon today, and some seven individuals/groups have asked to speak, five for and two against.  The public can attend, so go along and let the Planning Committee know that Alsop, Ballidon, Parwich and Pikehall care about the future of our community hall facilities.  If you want a lift or can offer someone else a lift, email parwich@hotmail.co.uk or phone Jane on 665.

Please note the new date – Saturday 6th September, just before the children go back to school.  This event is run on a similar line to the Garden Open day but instead of looking at gardens, visitors will hopefully buy all your excess furniture, antiques and bric a brac that you put out at your garden gate.  You can have just a table top or a gazebo – or two or three if you have lots of stuff. A numbered map will be sold to vistors for a token fee who will then walk around the village finding the numbers and all your unwanted treasures.

Peak Park planning officers are currently recommending refusal of the demolition and rebuild plans for the new Memorial Hall when it goes before the Planning Committee next Friday.  However, the situation is not irreversible and there is room for manoeuvring.

These are their reasons for refusal:

1. The proposed development would not be of an appropriate design, materials or scale for its location.

2. The proposed development would fail to preserve or otherwise enhance the setting of a designated Conservation Area.

3. The proposed development would result in an unacceptable adverse impact on the residential amenities of neighbouring properties.

4. Inadequate provision of parking spaces would compromise the safety of other highway users, result in harm to the amenity of the local area and put users with mobility difficulties at a relative disadvantage.

Having just spoken to Chris Fridlington, the Planning Officer dealing with the application, he states that the above report was written before they received the amended version and since receiving this amended application subject to minor amendments, issues 1 & 2 could be resolved.  He also states that there are a number of ways in which issues 3 & 4 may also be resolved, so that the Planning Officers can change their recommendation to one of approval for next Friday’s Planning Committee Meeting.

What we can do.

1. Even if you have already done so please write in again to Peak Park – all comments must be received by Wednesday 13th August.  Email comments to planning.service@peakdistrict.gov.uk quote NP/DDD/0608/0546

2. Attend the planning committee meeting next Friday at The Conference Centre, Bakewell Agricultural Centre at 10am.  (Click here for a map.)

There are people going who have spaces in their car, so if you are going or need a lift please email parwich@hotmail.com or ring Jane on 665.  The physical presence of large numbers of our village (including children) will help to show planners the support for this project.

Remember that without planning permission there is NO CHANCE of Big Lottery funding, and therefore NO MONEY.  If planning permission is refused, then certain alterations to the existing building would still be required by law.  These alterations would still require approval from Peak Park planning officers, who have already indicated that they would request some substantial cosmetic changes.  Without the support of Lottery funding, where would the money come from?

The planning application for the proposed new Memorial Hall should be considered by the Planning Committee on Friday 15th August.  Details of the Planning Officers’ report and the agenda for this meeting should be available about a week in advance at the Peak District National Park Authority website, though there appears to be some confusion in that Members of the Authority have been told that it is to be decided on delegated authority by the Officers, and the Authority’s Democratic Services says it is to go to Committee.

Following submission of the planning application, discussion with local people and with the Planning Service has resulted in some modifications to the external appearance of the proposed new Memorial Hall.  For full details go to our page Proposed Plans for the new Memorial Hall, however here are the new drawings that were submitted to the Authority on 30/7/08 (click on the images to enlarge them):

Before today, the only way to donate to Project Parwich was by attending an event within the village itself. For those of our readers who live elsewhere, this was obviously not always the most practical of propositions! We have therefore added a feature to this site, allowing people to make donations online.

On the right hand side of this page, just below the sponsors’ logos, you will now find a Big Button. If you click on the Big Button, you will be taken to the PayPal page for Project Parwich, from where you can make an online donation to our Memorial Hall fund.

Please note that there is currently no facility for claiming Gift Aid on your donations. We’ll be working on that in the near future.

Thank you to Steve Riley of Marsh Grochowski for answering so promptly the questions left in a comment on yesterday’s post on the new plans for the Memorial Hall:

(1) Is the square between the former Spar Shop and Fernlea cart shed essential for these plans?

The square is not essential, in the sense that access could still be gained from the ginnel even if access to the Square is lost, as the building is set back from southern boundary of the Square. In the design proposal the landscaped area we are proposing between the Fernlea cart shed and new building essentially ‘borrows’ the space of the square in order to extend it to be a more significant public space.

(2) Although the right of way can not be permanently blocked, will it be included in the general garden area and be available for access to the rear of the building?

It is intended that the right of way be an integral part of the garden area. As the designs develop we will give more detailed thought as to the best way to achieve this in terms of the landscaping finishes and materials used. The same applies for the space between the two outbuildings accessed by the right of way. This is currently labelled as hardstanding, but it may be more appropriate to treat this in a softer fashion.  (more…)

Ten and more year’s work by villagers is a step nearer achieving fruition with the submission of the planning application for our new Memorial Hall.

In the 1990s the then managing trustees of the Memorial Hall Charity developed plans to extend the existing building on all sides, even putting storage cupboards in the narrow gap between the building and the ginnel. The ideas embodied in these plans are remarkably similar to the overall design concept of the current planning application. A significant amount of money was raised, but the Millennium Fund Lottery application was not submitted in time.  (more…)

Jo-anne’s make-up demonstration, held on 19th May at The Horns in Ashbourne to raise funds for Project Parwich was a great success! Thanks to the Horns for absorbing most of the costs for the food and wine, the evening raised £300 for Project Parwich.

As an added bonus, those who attended had a fantastic evening and are better informed in the art of applying make-up! Thank you to Jo-anne, The Horns and Becki, of Red Square photography for all their efforts and for providing a great night.

Since originally posting this the Big Lottery Fund have asked that we do not currently use the logo as it may seem to indicate that the grant is more certain than it currently is.  Only if we are successful with the final stage of the application process should we be using the logo. (2nd June 2008 )

As most people will know the Memorial Hall has received a £23,350 grant from the Big Lottery Fund to help us go for planning permission and prepare the final bid.  A condition of the grant is that publicity for the redevelopment project includes reference to the Big Lottery Fund.

                                       

If you are creating any publicity for Project Parwich and want to include the Big Lottery Fund logo click here to download it from their website.  It is not strictly necessary to use it in publicity just for Project Parwich events, however with some events you may feel it is helpful to include it.

Last night’s very well attended showing of St. Trinnian’s marked the end of our successful third Season (2007/2008).

We are now planning our 2008/09 Season.  Up to now we have focused on mainstream block busters, but we are looking at a more varied programme next season, with possibly additional showings for children, young adults and minority interests.  Do let us know what you would like to see, either by putting comments below, or by speaking to Arnold, Martin or Peter, or by emailing us on martin@orchidserve.com.  We would particularly welcome input from teenagers and young adults, and would welcome any ideas how parwich film can support Project Parwich, for example you might be organising a fund raising event and would like to show a film or music videos as part of that event, or even just have photographs projected onto the screen.

Not content with setting up The Horns and looking after her family, Jo-anne Jewett has been busy writing a book to help “empower” normal women by dispelling the myths about make-up and teaching them how to achieve a professional look themselves. The book, which is due to be launched at Bennetts in Ashbourne in July, is called:

‘The Beautiful Truth’
Make-up-is-easy
Don’t believe the hype!!

More about the book later, because not only is Jo-anne launching her book but, inspired by the “before and after” photo sessions that were done for the book, she is also taking a more hands-on role and fulfilling her original passion as a make-up artist and training coach. The models for the book are not actually models, they are ordinary women, aged from 13 to 68 and mostly from Parwich! Do you recognise the person in the before and after photos below….?!

There was an impressive turn-out at the Memorial Hall last night for the launch of Project Parwich.   Val Stevenson began the evening by giving a presentation on “The Journey So Far“.  After giving us some useful historical background on the rebuild project, Val went on to explain the committee’s strategy in more detail, and to give us some context for the approach that is being taken.  In particular, she stressed the importance of our needing to demonstrate that a new hall will offer the potential for increased usage, from a wider range of users. 

Having already secured a development grant of £23,500, we are now four months away from our next deadline: the submission of our application for a grant of £500,000 from the Big Lottery Fund‘s Community Buildings Programme.  As applications for this programme are no longer being accepted, the message was clear: in terms of a full rebuild, it’s now or never.

If the grant application is successful – and we have every reason to feel confident that it will be – then a further £255,000 will still need to be sourced from elsewhere, in order for work to commence in Summer 2009.  Although the fund raising group (led by Brian Beasley) is working hard on this, there is still a role for the rest of the village to fulfil.  This was expanded on further by Patti Beasley, who explained the aims of Project Parwich.

As many of you will already know, Project Parwich is a twelve-month fund raising campaign by the village itself.  The idea is to raise as much money as possible, while having a good time in the process.  This will have the additional benefit of demonstrating that we are a self-organised community, who are taking an active and lively role in making the Memorial Hall project a successful one.

Last night’s suggested events included an auction of promises, a “millionaire’s night”, a 10k road run and a party/disco.  There will be many more to follow.  Ruby Hickmott is our official Events Organiser, who will be keeping a list of volunteers and putting together a calendar of events.  (You can e-mail Ruby, or phone her on 323.)  Everyone is encouraged to get involved, whether by planning their own event or by helping out at the many events that will be taking place between now and mid-2009.

The third and final speaker was Steve Riley from Marsh Grochowski Architects, who talked us through some of the current ideas for the new Memorial Hall.  Although Steve was keen to stress that the building plans were still very much at a draft stage, he was able to give us a fairly detailed glimpse at the sort of building we might expect to see.   (more…)

There is uncertainty about the use of the Parwich Memorial Hall by the Peak District National Park Authority for some up coming public events.

The Authority’s Conservation Officers, as Parwich residents have been notified, have booked the Memorial Hall for the public consultation meeting on Tuesday (the 6th May). The Authority’s Legal and Democratic Services also booked the Hall for a Planning Appeal on the 25th May (as requested by the appellants), but have since said that the venue is not suitable because of the limited facilities for disabled people.

They have expressed concern about lack of a T-loop (though they have their own portable loop system), about the step (this ‘step’ is a change in levels between the tarmac and the concrete plinth in front of the door; this difference in levels runs from 5cm at the lower end to 2cm at the upper end) and the lack of designated disabled toilets (the ladies’ toilet will just accommodate a standard wheelchair, but the user is likely to require assistance). The infamous school for ‘young ladies’, St T…’s , is once again facing dire financial crisis. While unorthodox headmistress Camilla Fritton (Rupert Everett) struggles to deal with the new Education Minister Geoffrey Thwaites’ tireless advances and his unyielding objective to transform her chaotic environs into a ‘respectable’ ladies college, the responsibility for saving St T…’s from its creditors falls to the anarchic pupils. The fearless girls gather together a motley crew of teachers, associates, and the rest of the school’s ungovernable and uninhibited pranksters, who, using their wit, sass, determination and ingenuity attempt to pull off the heist of the century and save the school from impending bankruptcy.
