Before I go completely apoplectic at the parish council meeting on Wednesday 21 March 2012 can anybody tell me how an increase in the precept of such magnitude can be justified?
Derbyshire County Council …………. Increase in Council tax….. 0.0%
Derbyshire Police Authority……….. .  Increase in charge……. … 0.0%
Derbyshire Fire Authority …………….  Increase in charge……. … 0.0%
Derbyshire Dales District Council ….. Increase in Council Tax …..0.0%

Parwich Parish Council………………  Increase in Council Tax….. 46.1% !!

For a village of less than 400 souls this is some kind of increase. What on earth can a Parish of this size spend an additional £2000 on?

I am not aware of any costs to the Parish Council other than an extremely expensive Parish Clerk, an expensive Internal Auditor, and a mowing contract, that even before the debacle of last year, would have made Wimbledon Lawn Tennis Club green with envy.

Please let me know?

Council Tax

I have just recieved my council tax bill for this coming year, and despite the announcement on Parwich webb site that there is a council tax freeze untill 2016, this does not appear to be the case.

According to the breakdown on the bill the offending party is Parwich Parish Council, whos spending forecast has gone up by a staggering 46.2%, what is it that they do not understand about the word austerity.

Mr Cameron is trying to bring local government spending under control, but he obviously has not heard of the village of Parwich. This rise is totaly unaccepable, and I must ask this is rectified without delay.

Dear resident,

We have recently introduced a new e-forum (email forum) to the Community Messaging Service, which will give you the chance to contribute to the setting of priorities in your neighbourhood.

As you may be aware, each of our Safer Neighbourhood policing teams hold a meeting every three months to set priorities, offering residents the chance to select what their local police officers and other agencies target. The aim of our e-forum is to make it easier for you to have a say on priorities.

Your concerns will be sent to the Tissington area Safer Neighbourhood Policing Team and they will discuss all responses at their next forum meeting which will be held on:

Thursday 19th January 2012 at 7.30pm at Tissington Village Hall.

Each team works in partnership with local agencies, which include parish, town, district and county councils, housing associations, Derbyshire Youth Service, Derbyshire Fire and Rescue Service, Neighbourhood Watch among others, to help keep your area a safe, clean and pleasant place to live.

Priorities can include a wide variety of issues, including anti-social or nuisance behaviour, graffiti or vandalism, speeding, parking or anything which you feel impacts on the quality of life for you and your neighbours.

You are still more than welcome to attend the meeting if you would prefer to speak to officers in person or you can also call our non emergency telephone number, 101.

You can be reassured that we will listen to your concerns, act on them and maintain our commitment to provide a high quality policing service to everyone in the High Peak and Derbyshire Dales.

A meeting was held on 3rd January 2012 to discuss the preparations for the Queen’s Diamond Jubilee. Our celebrations will be held on the extra Bank Holiday on Tuesday 5th June 2012.

A number of suggestions were raised by those that attended: Denis and Pauline Laycock, Nia Linnell, Matthew Harrison and Caroline Healy.

Initial ideas are:
 To hold a tea time street party on the stretch of road from the pub down towards Blanche Meadow (so that this stretch of road could be closed off)
 Entertainment for the children
 Live Music
 Fireworks
 Beacon lighting on Monday 4th June to join with the national beacon lighting and further beacon and fireworks on Tuesday 5th
 Lamplit Parade, using torches, tea lights or candles, led by an accordion player
 BBQ
 Celebration cake
 Commemorative mugs

A letter will be sent to every household to request a voluntary contribution towards the costs and the Village Societies will also be approached.

These are just initial thoughts and we would greatly appreciate any suggestions and help to help take the plans further.

The next meeting will be held at 7.30pm on 15th February in Parwich Memorial Hall

Residents in Ashbourne and the surrounding villages are being advised to make sure they use grit fairly and sensibly during the winter months. It is after reports that during the cold spell last year, some residents had taken grit from roadside bins for use on their own driveways.

PCSO Kate Cleveley of the Tissington Area Safer Neighbourhood Policing Team said: “It was disappointing to hear that last year a few individuals took grit that is provided to keep road users and pedestrians safe on the highways, and used it on their own personal property.

“Grit bins are provided by the council in various locations, usually in villages or on untreated roads, so that residents and businesses can keep roads or pavements free from snow and ice.

“These grit bins must be used to clear public pavements and roads only and are not for use on private property.”

Police have advised that taking grit from the public bins for use on private property can be classed as theft.

PCSO Cleveley added: “Not only would you risk prosecution if you are found to be taking grit from public bins for domestic use, but you could also be putting other people’s safety at risk.  Homeowners have a responsibility to buy their own supplies of salt to keep their driveways or pathways clear. Please use public salt supplies responsibly.”

New Councillor Needed

Your Parish Council Needs You!

Are you interested in serving your local community? If so, there is now a perfect opportunity for you to join the Parish Council. As a result of the last uncontested election, there are currently six parish councillors and the Parish Council now needs to co-opt one more person to fill the remaining vacant post to bring the council up to its maximum of seven councillors.

The Parish Council meets monthly, except in August & December (although there is a meeting this December). Discussions are lively and varied, as the Parish Council has a very wide and growing range of responsibilities and interests. This includes the management of the parish land – greens and ponds, the provision of play and recreation facilities, toilets etc. It also is involved in supporting local initiatives through participation and on occasion providing grants. Another important aspect of Parish Council work is engaging in consultation on all local planning matters.

If you are interested, then the Parish Council really wants to hear from you. Please apply in writing, explaining briefly why you would want to join the Parish Council team.

The Parish Council needs one more member to have its full quota of Councillors. To fill this one vacancy a legal process has to be followed.

Firstly, the Parish needs to decide if a full election process is the way forward preferred by parishioners. To do this 10 people, or more (registered electors), from the Parish need to write to the Returning Officer in Matlock: The Returning Officer, Derbyshire Dales District Council,Town Hall,  Matlock, Derbys, DE4 3NN by 1st September. When this has happened a full election process will go ahead.  This has cost implications for the Parish Council, (approximately £1,000 if the election is contested) which will be met from the budget received each year .

If there are fewer than 10 people who want the election process to be followed, the Parish Council can go ahead and co-opt somebody from the Parish. This will mean that everyone (providing they are on an electoral role) will have the opportunity to volunteer their services to fill the one empty post.

We would like to thank Nia L for informing us that the new Parish Elections will be held on Thursday 23rd June. Notice of election was sent out by Derbyshire Dales and this notice should have been posted on the board on Wednesday 18th May.

As of 11am this morning, no notice has appeared. We have been told that the notice is currently being driven to the village and will be posted this afternoon.

The nomination forms must arrive at Matlock by midday on Thursday – by appointment only
or Ashbourne, tomorrow between 10am-1pm

Concern has been expressed to Derbyshire Dales at the short notice that potential new councillors have to access and return completed forms, due to the late appearance of the notice. Julie Booth, who is responsible for elections at Derbyshire Dales, assured us this morning that if anyone wishes to stand, they will do everything possible to help. Please make your initial request via their help line (01629 761267) and only ring Julie B (01629 761267) if further assistance is required.

We would like to hear from anyone who encounters any difficulties in receiving or submitting their papers. Currently Jane H (413) has one spare nomination paper.

At the Parish Council AGM it was pointed out that the public toilets at Parsons Croft/Creamery Lane will be closed from mid May.

When no one applied for the original toilet cleaner’s job, the Parish Council were extremely grateful to Jane Harris for voluntarily doing the work.

As Jane is moving out of the village this month the Council has found a replacement cleaner. The problem is that this person who will be a paid employee cannot be employed until a new Parish Council is in place, hopefully this summer.

As a result the toilets have to close unless someone is willing to do it voluntarily during this interim period. If you are willing to help out please email parwich@hotmail.co.uk  and your message will be passed on.

Derbyshire Dales District Council, today,  has confirmed that they are unable to take on the responsibility of cleaning our toilets during this time.

NB – Derbyshire Dales have also been informed that two of the Dog Poo Bins are overflowing, and they have promised to look into it tomorrow.

Congratulations are due to Sir Richard FitzHerbert, who has been elected as the Conservative member for the Dovedale and Parwich ward of Derbyshire Dales District Council, with 594 votes against the Labour candidate’s 181 votes.

This ward encompasses the parishes of Eaton and Alsop, Fenny Bentley, Hartington Nether Quarter, Lea Hall, Mappleton, Newton Grange, Parwich, Tissington and Thorpe. Sir Richard replaces our previous councillor, Simon Spencer (also Conservative), who had won the seat uncontested in 2007.

As for the Carsington Water ward, which includes the parish of Ballidon and Bradbourne, this was held by Lewis Rose (Conservative), who won it uncontested.

Representation for Pikehall residents is more complicated, as Pikehall is split between five different parishes (Parwich, Hartington Nether Quarter, Ballidon/Bradbourne, Brassington and Elton). Residents will be represented as follows, depending on their parish:
– Parwich and Hartington Nether Quarter: Sir Richard FitzHerbert
– Ballidon/Bradbourne and Brassington: Lewis Rose
– Elton: Colin Swindell (Labour member for Winster & South Darley)

There were no Parish Council elections for Parwich, or for Ballidon/Bradbourne. In the Eaton/Alsop parish, the three candidates – John Bunting, Christopher Duffell and David Wainwright – were returned unopposed.

The Conservatives now hold 29 seats on the Council. Labour have 5 seats, the Lib Dems have 4, and there is one Independent member. Compared to the 2007 elections, the Conservatives have gained 3 seats, Labour have gained 1 seat, and the Lib Dems have lost 4 seats.

Our Council has to have a maximum of seven Parish Councillors, with a quorum of three (which is the minimum number of Councillors that Parwich needs to carry out its function).

For Parwich to have no Council after May 9th, this means that less than three people submitted their candidacy for election; it may even mean that no-one chose to stand.

Derbyshire Dales District Council has said that a new election will be called, possibly by the end of July.  So on 9th May, the existing Parish Councillors officially retire and thereafter are not legally allowed to carry out any further Parish Council business.

During this interim period, any issues relating to the Parish must be directed to either the District or the County Council.

The new Notice of Election will be posted on the village notice board. We shall also request that it is sent to PARWICH.ORG, in order to reach the widest possible audience.

If between three and seven people choose to stand, then there will be no election and these candidates will be automatically elected. However, if the election is contested, i.e. with more than seven candidates, we will have an election. If an election does take place, these additional costs would have to be paid for out of the parish precept.
