Since our previous post on Tuesday, the final draft of the Parwich Conservation Area Appraisal is now available on-line.

This draft is to be presented to next Friday’s PDNPA Planning Committee Meeting(10am Fri 17th October at Aldern House, Bakewell).  You can see the draft on the following links:

Thank you to Sue Adam of the Peak Park for letting us know that the draft Parwich Conservation Area Appraisal is to be submitted to the Peak District National Park Authority’s Planning Committee for approval on Friday 17th October.

The final draft is not yet available on the Peak Park Website but it should be on-line by the end of this week with the Agenda & Reports for this meeting.  Presumably it will be much as previously circulated with the amendments outlined in our earlier post of 8th August.

Do add your thoughts and comments below.  Once the Committee adopt it, it will be taken into account for future planning recommendations and policy decisions.  Members of the public may arrange to speak to the Committee by contacting Democratic Services by telephone on 01629 816362 or 01629 816382 or email democraticservices@peakdistrict.gov.uk by midday on Wednesday 15th October.

Last Friday the Peak District National Park Authority debated the Government initiated consultation on whether there should be direct elections to National Park Boards. They came to the conclusion that given the majority of members come from elected bodies there is no need for any change, however they are keen to encourage local debate on these issues.

Although local people are much better represented since the creation of the 6 Parish Council Representatives, still less than half the members of the Peak Park Board live in the Park. Also although over 70% of them do come from some 18 different democratically elected councils (though with parish councils often not enough people stand for elections to be held), they are not elected by their constituents as Peak Park Board Members.

At present we have a complex hierarchy of local government, and would yet more elections just further confuse the web of Parish, District and County Councils and the National Park Authority?

However, can any of the 18 councils represented on the Peak Park Board individually have sufficient influence to make real use of their currently indirect democratic pressure. As one person said, in relation to the Board’s preference for the status quo, “would turkeys vote for Christmas“? What are your views? (more…)

The Peak District National Park Authority has two main jobs:

  • To take care of the landscape, wildlife and culture of the Peak District so that it will be here for future generations to enjoy
  • And to provide opportunities for people to understand and enjoy this fabulous and inspiring landscape.

This is supported by a third aim which is to help sustain the communities that live within the Peak District.

Peak Park Authority Community Visits

The Peak District National Park Authority are planning a series of visits to Peak District villages.  The first visit will be to Hartington on 30th September, when the Chair, Narendra Bajaria, and the Chief Executive, Jim Dixon, will be meeting members of the Hartington community.  Parwich is included in the list of villages to be visited, but we do not have a date yet.  If you want to be involved in the visit contact John Fern, head of communications, on 01629 816356 or emailing john.fern@peakdistrict.gov.uk.

The Peak Park Authority are holding a number of workshops across the National Park for residents to have their say in the planning and management of the National Park.  These workshops will ask the questions:

• What makes our area’s landscape special for us?
• Whether the authority’s understanding of our area’s landscape and the current land use is accurate?
• Our suggestions for future planning and management of the landscape?

The nearest two to us are:

• Wednesday 15 October, 7pm to 9pm – Warslow Village Hall, Cheadle Road, Warslow
• Saturday 18 October, 10am to 1pm – Peak District National Park Authority offices, Aldern House, Baslow Road, Bakewell

Thank you to Chris Elton for drawing the following to our attention. Defra (Department for Environment, Food and Rural Affairs) has issued a consultation document on the idea of setting up direct elections to National Park Authorities. The Defra website says:

Consultation on Direct Elections to English National Park and Broads Authorities
This consultation invites your views on the principle of Direct Elections to the Authorities and Parish Council Members on the Broads Authority.

Parliamentary consideration of the Natural Environment and Rural Communities Act 2006 and the Broads Bill 2007 has resulted in an ongoing issue about direct elections to the National Park and Broads Authorities. As a result, the Government is undertaking an open consultation to seek views from its stakeholders to explore whether directly elected members would aid or hinder the decision-making process and/or strategic functioning of National Park and Broads Authorities. It wishes to give its stakeholders the opportunity to evaluate the relevant issues and in order to inform this thinking, those issues are set out in the linked consultation document. It simply sets out the issues for information purposes only without any views or recommendations.

Comments on these proposals are invited by Friday 28 November 2008. They should be posted or e-mailed to the Department for Environment, Food and Rural Affairs at the following address:

Call for new Member of Peak District National Park Authority.

The Peak District National Park Authority needs a new member of its governing body to help make strategic decisions for the next four years.

Environment Secretary Hilary Benn is inviting applications from suitably-qualified candidates to take over when a current member, Leigh Rix, steps down in March 2009 due to work commitments.

The 30-strong membership is the ruling body of the National Park Authority, with 16 members appointed by local district, borough, metropolitan or county councils and 14 by the Secretary of State (eight for their specialist knowledge and six to represent parish councils).  (more…)

Approval for two new village halls in national park

The Peak District National Park planning committee has given unanimous
approval for two new village halls to meet the needs of the 21st
century.

Villagers of Parwich (near Ashbourne) and Over Haddon (near Bakewell),
who attended the meeting, were delighted that they can now replace
out-dated, inadequate facilities.

Both schemes resulted from the communities and their designers working
together with planning officers to achieve modern, energy-efficient
buildings which meet local needs as well as enhance the national park.

The new halls will be stone-built to harmonise with their village
settings, with disabled access and limited parking. Both have won
backing in principle from various funding bodies, including the Big

Peak Park planning officers are currently recommending refusal of the demolition and rebuild plans for the new Memorial Hall when it goes before the Planning Committee next Friday.  However, the situation is not irreversible and there is room for manoeuvring.

These are their reasons for refusal:

1. The proposed development would not be of an appropriate design, materials or scale for its location.

2. The proposed development would fail to preserve or otherwise enhance the setting of a designated Conservation Area.

3. The proposed development would result in an unacceptable adverse impact on the residential amenities of neighbouring properties.

4. Inadequate provision of parking spaces would compromise the safety of other highway users, result in harm to the amenity of the local area and put users with mobility difficulties at a relative disadvantage.

Having just spoken to Chris Fridlington, the Planning Officer dealing with the application, he states that the above report was written before they received the amended version and since receiving this amended application subject to minor amendments, issues 1 & 2 could be resolved.  He also states that there are a number of ways in which issues 3 & 4 may also be resolved, so that the Planning Officers can change their recommendation to one of approval for next Friday’s Planning Committee Meeting.

What we can do.

1. Even if you have already done so please write in again to Peak Park – all comments must be received by Wednesday 13th August.  Email comments to planning.service@peakdistrict.gov.uk quote NP/DDD/0608/0546

2. Attend the planning committee meeting next Friday at The Conference Centre, Bakewell Agricultural Centre at 10am.  (Click here for a map.)

There are people going who have spaces in their car, so if you are going or need a lift please email parwich@hotmail.com or ring Jane on 665.  The physical presence of large numbers of our village (including children) will help to show planners the support for this project.

Remember that without planning permission there is NO CHANCE of Big Lottery funding, and therefore NO MONEY.  If planning permission is refused, then certain alterations to the existing building would still be required by law.  These alterations would still require approval from Peak Park planning officers, who have already indicated that they would request some substantial cosmetic changes.  Without the support of Lottery funding, where would the money come from?

The planning application for change of use of the former Parwich Spar Shop is showing as withdrawn on the PDNPA’s (Peak Park) website.

It is interesting to look at the recent application for the change of use of the Cavalier Inn at Grindon to fully residential.  A previous application last year was refused on the grounds that non-viability had not been demonstrated.  The officers again recommended refusal of the current application, though they now agreed non-viability had been demonstrated, on the grounds that alternative community uses have not been investigated.  This application was again refused at the June Planning Committee Meeting.

Having argued for more public debate on the Peak District National Park Authority’s Parwich Conservation Area Appraisal we want to make our contribution available, so please click here to read the Environment Group’s comments on the draft consultation paper.

Although we felt the Authority had done a commendable job of describing the buildings and how the village evolved, we raised a number of relatively minor details, argued that the Conservation Area should be extended, pointed out that the Draft misrepresents Parwich village (Pawich is a living working community!) and suggested that further discussion is required on potential improvements not included.
