Spar Shop: Change of Use

Given the potential significance to our community, here is an interim post to update last month’s information on local planning applications, prior to our next full listing of ‘active’ applications at the end of this month:

An application for change of use of the former Spar Shop has been submitted (Application ID: 0408/0307) for conversion of Parwich Shop from retail to domestic residential use. It seems to be for living accommodation ancillary to the existing flat. The reason for the application given is: The shop, once prosperous, has suffered since the opening of supermarkets in Ashbourne and Matlock, the latter being the “final nail in the coffin”.

The application also includes two proposed new windows: one facing onto the Square at the front (right of the existing shop door) and one facing sideways (in an old blocked doorway) towards the old farmhouse next door and the access to Hideaway Cottage. It also appears that it is proposed to close up the doorway from the the extension (garage/store) into the footpath through past the Memorial Hall. This garage/store would be used as a two car garage.

Information has been sourced from the search facility on the Peak District National Park Authority (PDNPA) website.

The application was announced in the last Ashbourne News Telegraph (21st May ’08 ) saying comments had to be in within 21 days, which would give a deadline of 11th of June for interested parties to comment. Comments can be in writing or by email (see PDNPA’s How to comment on planning applications). We do not know if the application is to be decided on the Officers’ delegated authority or if it will go to the Planning Committee, though this may be influenced by whether there is any local opposition or not.

If you have any comments on the Peak District National Park Authority’s draft Appraisal of Parwich Conservation Area, you must get them in today (by 5pm Friday 23rd May).  The Appraisal process draws on guidelines from English Heritage, which can be seen at their website.  You can see the draft itself at the Peak Park’s website, and should email any questions or comments to Sue Adam (sue.adam@peakdistrict.gov.uk) today.

If you want to share any responses you get to your comments on the draft Appraisal we will be happy to post them here (just email them to parwich@hotmail.co.uk).  The Environment Group in particular feels strongly that we should all have some idea what the local consensus is and how the Authority has responded.

At present we understand the Authority plan to consider the Draft (with any amendments from the Consultation) at the July Planning Committee Meeting (click here for details).  The final draft will posted as an attachment to the Planning Committee Agenda in the week or so leading up to the Meeting.  It may be that the only way to see the amended draft will be on the Authority’s website or by visiting Aldern House.  When accepted by the Planning Committee the Appraisal will then be part of the Authority’s planning policy and will be taken into account for any local planning applications.

We also understand it is intended that the Appraisal will be used to create a Conservation Area management plan in the future, but that no timescale for this has been set.

I have spotted three stories with local links in the Ashbounrne News Telegraph this week.  The main one being an article on the closure of the Chapel several weeks ago.  Also our own Debbie Webster featured in an appeal for volunteers for Ashbourne Arts Festival (to find out more contact the Volunteer Centre).  Finally congratulations to Charles Bunting for his success in the Ashbourne Farmers’ Club judging of beef cattle last Friday.

Having argued for more public debate on the Peak District National Park Authority’s Parwich Conservation Area Appraisal we want to make our contribution available, so please click here to read the Environment Group’s comments on the draft consultation paper.

Although we felt the Authority had done a commendable job of describing the buildings and how the village evolved, we raised a number of relatively minor details, argued that the Conservation Area should be extended, pointed out that the Draft misrepresents Parwich village (Pawich is a living working community!) and suggested that further discussion is required on potential improvements not included. Simon Spencer should be well placed to understand our local issues. His family have lived and worked in the area for sometime, the family firm, Spencer’s Bakery of Ashbourne, having been founded in 1826. Although born in New Zealand, he came back to Ashbourne when only six months old, and has lived here ever since. Attending Osmaston Primary School, he quickly became familiar with the Parwich and Dovedale area helping his grandfather and later his uncles with their daily bread deliveries. Also his connection with Parwich included annual trips to Parwich Wakes: “It was a really good day out.” (more…)

Go along to ask your questions and have your say.  We will only have the results that reflect our views if we find out about the proposals and let the Authority know what we want.  Go along and take a friend or two.

In the papers 30th April 2008

I have spotted two articles this week’s Ashbourne News Telegraph relating to our area, as well as the darts report, but do let us know if there are more. Firstly there is a report on the planning decision by the Peak Park Authority to reject the application for an extension to Station Road Farm. The article focuses on the placing of planning policy above individual circumstance, though it does not mention that the Committee had the discretion to allow such an extension if they saw fit, and that it was a close fought decision. Also it describes the building as a cottage, not mentioning that fact that it is the only remaining working small holding in the Parwich Conservation Area. (See also our report and the minutes of the Planning Committee of 18th April when they come on line).

Secondly congratulations are due to Ballidon’s Felicity Edmeston who is near to qualifying for the British Development Squad senior endurance team. There is a good photo in the paper of Felicity and her horse Floriferouz. “Following wins last year in 50-mile and 75-mile competitions she recently finished 11th in a 75-mile competition at Sangatte, France, and later this year will be facing her first 100-mile ride.” Felicity will be organising an endurance ride at Biggin on Saturday 17th May, with some nine classes, starting on Hartington Moor between 9 and 11am. All the best wishes for Felicity, especially as a recent accident to her horse has delayed Alice Beasley’s start to this year’s Dressage season.

Finally there was an article that attracted my attention, though not directly related to our villages (yet?), namely that Ashbourne Radio will appear on the airwaves at 96.7fm from Monday 26th May. (Their web address is http://www.ashbourneradio.co.uk/, though the site does not seem to be on-line yet.)

There no new planning applications for Parwich, Pikehall and Alsop-en-le-Dale. There is one new application for Ballidon:

Don’t forget about the Peak District National Park Authority’s Open Meeting next week, 4pm to 7-30pm Tuesday 6th May at the Memorial Hall.  The Environment Group are currently preparing their comments on the Authority’s draft Parwich Conservation Area Appraisal, but they copied to us the following email sent to Sue Adam (sue.adam@peakdistrict.gov.uk):

Overall we felt it is a well researched and positive document. The Planning Application for a rear extension to Station Road Farm house was rejected today by the Peak Park Authority’s Planning Committee. It was rejected by 5 votes to 4, with one abstention. Of the possible 19 Committee members some eleven, including the Chair, were present, meaning the rejection was carried by less than one third of the Committee.

The Committee were clearly split on the application with a motion to defer making a decision until after a site visit, only being rejected after the Chair used her casting vote. Some Committee members felt they could not make decision only on the basis of photographs, especially given the strong local support, including that of the Parish Council*, in favour of the application, however they were out voted. It should be noted that a member of the public present subsequently complained that the photographs and plans shown at the meeting were very difficult to see, and that they only told one side of the story. This had been raised by speakers in relation to other items on the agenda.

Planning Information on-line

A big welcome to Emma on the blog team: she has lots of ideas on how to contribute to the site. One idea she has is a regular feature on planning issues. However with the following, I am perhaps being guilty here of stealing some of her thunder.

I noticed today that the Planning Officer’s report on the proposed extension to Station Road Farm has been posted on the Peak Park Authority’s website. This is to be considered at Friday’s meeting of the Planning Committee at Bakewell. The Parish Council have supported this application and there are some 31 letters of support from local residents, and no letters of objection.

The Officer’s Report makes interesting reading, as it is much more thorough than reports I have previously seen. The Planning Service is undoubtedly committed to fighting for refusal of the application. It is too late to add any further comments, though the Committee meeting is open to the public. I am sure the applicant and her family will welcome the support of friends and neighbours (in the real, not planner’s interpretation of the word) at what must be a stressful time.

Confusingly the Planning Officer raises the issue of building affordable housing; though do read the report as it may help the community in general to raise the profile of this with the Authority, after their previous resistance to the Nottingham Housing Association application for additional houses at Smithy Close and Rathbone Croft. Also the report is perhaps an indication of the role the Conservation Area Appraisal may play in future planning applications.

The commendable success of PARWICH.ORG, I feel, relates to the strength of our community and to neighbourliness. I had thought up to March of this year that I had understood the word ‘neighbour’, but, having been in correspondence with the Peak District National Park Authority on this matter, I now realise I have completely failed to understand this word. Hopefully readers will learn from my failure to grasp the extent of my own ignorance.

Somewhat naively I had assumed that ‘neighbour’ first and foremost means next door neighbour: ‘people that live in adjacent dwellings’. Many readers are probably shaking their heads, and wondering “Was he asleep at Sunday school? Doesn’t he know the Parable of the Good Samaritan?” (St. Luke chapter 10 verses 30-37). Indeed here Christ finishes with the question “Which now of these three, thinkest thou, was the neighbour to him that fell among the thieves?”. Already there is more to the concept than first meets the eye.

I had previously voiced concern that the Peak District National Park Authority, unlike many local authorities, did not automatically inform people of planning applications that might affect their property, so I was very pleased to see they had introduced a Neighbour Notification Scheme for planning applications. Residents of Parwich should have received notification today of the details of the review of the Conservation Area.

The Peak District National Park Authority’s draft appraisal of Parwich Conservation Area is now available on-line at http://www.peakdistrict.gov.uk/parwich-appraisal/. Copies are also available for public viewing at the Authority’s Offices at Aldern House in Bakewell, in the Sycamore Inn Parwich or through Parwich Parish Council.

The consultation period on this document runs from Monday 14th April to Friday 23rd May 2008. If you want to comment to the Peak Park Authority either email sue.adam@peakdistrict.gov.uk, or write to the Historic Buildings Team at the Peak District National Park Authority’s headquarters, or attend the public meeting at 4-00pm to 7-30pm on Tuesday 6th May in Parwich Memorial Hall. All comments must be sent in by 5-00pm on Friday 23rd May 2008. If you have any questions about this review phone the Historic Buildings Team on 01629 816200.

Parwich Village Action Group urges as many people as possible to look at the draft appraisal and to attend the public meeting. They also feel it is important for us all to share our views with each other, which you can do either by commenting here on PARWICH.ORG or by coming along to the informal Environment Group meeting at 8pm on Monday 21st April at the Sycamore Inn. It is vital that we are happy with the appraisal as we will have to live with its implementation over the next twenty or so years.

Parwich was designated as a Conservation Area in 1986. Then the Peak District National Park Authority were setting up Conservation Areas through out the Park and it was always intended to undertake a more detailed analysis of each Area separately. The PDNPA has been looking at the Parwich Conservation Area over the last ten months or so and are about to enter into public consultation on their findings. All residents will be informed about the consultation period, running for six weeks from 14th April to 23rd May 2008) and there will be an open meeting.
