Firstly Paul and I would like to thank you for all your letters of support for our appeal regarding the Purchase of 9, Sycamore Cottages. Some of you were aware the Derbyshire Dales District Council meeting was taking place on the 17th Feb 2011; unfortunately the Council have decided we do not comply with the Covenant and therefore will not allow the purchase of the property.

Paul and I would also like to take this opportunity to thank Jane Harris for all her support and care with helping us try to purchase this house.

Appeal for help

We have received the following request for help from Jacqui and Paul:

Paul and Jacqui Jesson (‘The Happy Campers’) are asking for your urgent help. Quite a few of you may be aware that we are hoping to move into the lovely village of Parwich very shortly and are currently buying Jane Harris’s house: 9 Sycamore Cottages. Unfortunately, when the search was carried out, it came to light that there is a covenant of the Property that anyone wishing to Purchase the house must have lived in the area for a minimum of three years.

Although we do not own property in the village, so therefore can not produce things such as utility bills, we are trying to show the Council that we have been members of the ‘Parwich Community’ since 2004, that we have many friends within Parwich, and that we have tried to support the village throughout this time, spending as much time as possible in the area.

We would therefore like to appeal to as many of you as possible to help us achieve this. Paul and I have drafted a letter, confirming how long we have been coming to the village and supporting Parwich. We are asking for as many of our friends and hopefully neighbours as possible to add their names and addresses and to sign the letter, enabling us to take these to the Council to help us get the Covenant dismissed for the sale to proceed.

Also, if anyone would be kind enough to put pen to paper to support us, we would not be able to thank you enough. The letters would need to be addressed to:

We need to be able to produce as much evidence to help to get the covenant changed to the council by the end of January.

Accommodation sought

Fiona H will be well known to many of our readers having lived in both Parwich and Bradbourne, before moving to Scotland.  She is returning to the area, and is seeking temorary accommodation as soon as possible, as well as something more long term.  Please read the following, and if you can help emails to parwich@hotmail.co.uk will be forwarded to her:

I am returning to Parwich on 1 October together with my 2 cats and old Jersey cow. I wondered whether anyone has winter accommodation for the 4 of us? I can possibly sort out myself and the cats but am really struggling to find a place for Poppy. As you can see from the photo, she is not impressed with the idea of being left behind! She is only small and very friendly and I can’t bear to leave her behind. Any suggestions gratefully received.

Please could you add to my plea that temporary accommodation for Poppy would be fantastic, just to give me time to find something else. A stable or barn even for a few weeks would be great.

The web pages here at PARWICH.ORG for the Parwich Village Action Group have been updated, along with links to the 2004 Village Management Plan and the previous surveys and reviews that it is based on.

The Management Plan has aims relating to:

The Plan is due for revision, especially given all the changes in the Village over the last five years.  Also the Peak District National Park Authority are keen that we look at our community taking the lead in developing a Management Plan for the Parwich Conservation Area, following on from last year’s Appraisal by the Peak Park Authority.  Parwich Parish Council also supports looking at this.

We are keen for more people to be involved in the Village Action Group, but also we are keen for suggestions as to how we should establish what village residents see as the current priorities.  We are reluctant to undertake yet another questionnaire, and would welcome ideas for alternative ways of gathering people’s views.

Many thanks to Chris E for pointing out the following:

Gordon Brown had asked Matthew Taylor MP to carry out review looking at how land use and planning can better support rural business and deliver affordable housing.  The full report can be seen at the Communities & Local Government website.

Its recommendations include

  • a community led affordable housing initiative;
  • a trialling of new planning policy in one or more National Parks to limit the increase in second homes;
  • new planning policy which accepts that all forms of business can be appropriate in the countryside;
  • planning policy should have a flexible approach to home based work spaces.

The government has yet to respond.  It would seem that what we have been attempting to achieve in Parwich is ahead of Government policy.  Are there opportunities here for our communities; is it possible that we can persuade the Government to support directly local projects as examples of good practice?
