Dales residents invited to have their say on parking review

Derbyshire Dales District Council is asking local people for their views on possible changes to its car parking policy.

The council undertook a detailed parking policy review in 2013 when a number of changes were approved and implemented.

Other recommendations were put on hold for further consultation and this process has now started, giving people an opportunity to have their say on the possibility of charging for some existing free car parks and revising charges for season tickets.

The free car parks in question are Ashbourne’s Cokayne Avenue, Cromford’s Market Place and Lime Yard, Matlock’s Edgefold Road and Wirksworth’s Canterbury Road and North End. (more…)

Out with the old in with the new

The last scheduled 102 bus left Parwich on Friday 31 March.

The New Bus

The service has been replaced by Derbyshire Connect, an on demand bus requested by phone  or email. Derbyshire Connect for some weeks has shadowed the 102 but is now the only regular service, At £2 single, £3.80 return, the fares are the same, and bus passes are recognised from 9.30am.
The service is already well used.
What is new is that the service can be used over a wide geographical area, roughly Ashbourne, Wirksworth, Onecote to the West and Hartington/ Newhaven and Ible to the North.
.Derbyshire Connect will run along the principles of a ‘Demand-Responsive-Transport (DRT) service − the first of its kind in Derbyshire.

This means it can be more flexible than conventional ‘turn up and go’ services. These generally have the same start and end destinations with fixed, timetabled stops along the way.

Journeys on Derbyshire Connect will need to be booked between a week and up to two hours before the time of travel. But because journeys are pre-booked, routes can be planned to cater to individual passengers’ needs meaning many more pick up and drop off points can be offered on different days of the week.

Bookings can be made by calling 01335 342951 or by email at bookings@derbyshireconnect.org.uk

Derbyshire Connect is initially being run as a trial for up to a year. It will be operated by Ashbourne Community Transport and serve villages north of Ashbourne and to the east as far as Wirksworth.

It will run 7am to 6pm Monday to Friday and 8am to 6pm, Saturday. There is no Sunday service.

Any kind of passenger will be eligible to use Derbyshire Connect for any type of journey, including current users of conventional bus services, community transport users, young people, older people, visitors and groups. It may also be used for non-emergency patient transport.

After the initial free travel period fares will be £2 adult single, £3.80 return, £1.20 child single, £2.40 return.

Gold Card holders will travel free-of-charge after 9.30am weekdays and anytime Saturdays. b_line2 cardholders will get 25% discount off adult fares and primary school pupils will pay the appropriate fare or travel free as an entitled student.

This is a six month experiment so do use the service to retain it. Importantly, do tell your neighbours who may not use the Internet.

Again ,thanks to the parish council who worked so hard to ensure a bus service remained a lifeline for our community, something recognised by Derbyshire County Council officers.

The new bus will allow well behaved dogs to travel and you can take your bike as long as you pre book it. The tail lift can be used by people with pushchairs, wheelchairs or by people who cannot manage the steps . The driver will assist anyone who needs it and is trained accordingly. New Look Bus

Thanks to Richard T for the following report on Derbyshire Connect’s visit:

Meet Iris. She will become a familiar face  across this part of Derbyshire Dales as the driver of the Derbyshire Connect bus service. The existing loss making service  finishes on Friday March 31 so there will be about six weeks cross over.

Derbyshire Connect begins operation on Monday February 13 and is essentially a “Dial a Bus service” running Monday to Friday between 7am and 6pm and 8am and  6pm on Saturday. To use the 15 seater, it is essential to book ahead, the further the better and those with medical appointments will get priority.

The geography of the service covers an area roughly between Cromford and Wirksworth to the east and Onecote to the west, Ashbourne to the south and the A5012 to the north. Iris will collect you, even from your front door, and drop you off within the area. the same is true in reverse.

To book,  dial 01335  342951 between 8am and 5pm Monday to Friday. Alternatively, email bookings@derbyshireconnect.org.uk but this will require a minimum of 24 hours notice.

For the first week, the new  service will be FREE to encourage people to use it and familiar with booking. Thereafter, fares will be  £2 single or £3.80 return. Children £1.20 single or £2.40 return. Bline 2 cardholders get a 25 per cent discount.

Gold card holders travel free after 9.30am

Derbyshire Connect driver, Iris Raile, said: “There has been much interest and enthusiasm as we have taken the bus around the area  for people to become familiar with the potential for the new service. We really want people to use it and make the service a regular part  of their lives to get around.

“My colleague,  Chris  Hegarty,  and I have had a warm welcome in Parwich and I look forward to getting to know many of you as you begin to use Derbyshire Connect.”

Leaflets are being left in the Sycamore and The Legion and please hand them on to potential users.

A similar service already operates in the Staffordshire Moorlands which has a common boundary with Derbyshire Connect allowing bus users to get as far as Leek and Buxton.

Our Cabinet Member for Highways, Transport and Infrastructure Councillor Dean Collins, said:

It will be a bus for everyone from passengers needing to get to essential services to residents and visitors wanting to make leisure trips.”Because we have never run this type of service before we are piloting it to see if we need to make any changes but in the longer term the aim is to roll out other Derbyshire Connect services in other rural parts of the county.”

Meeting about Bus Service Pilot.

A public meeting was held in the Memorial hall on Wednesday the 7th of December. The meeting was attended by around twenty residents including several Parish Councillors. Chris Hegarty and Phil Smith form Derbyshire County Council briefly described the bus service pilot that will start in February. They used a short presentation which can be seen here. They answered residents questions for about an hour.

A page has also been set up on the Parish Council website to share information about the bus service.

For the ninth year in a row, Derbyshire Dales District Council is encouraging people to shop locally this Christmas by introducing free parking across the district from 1st December.

In a scheme designed to boost trade, it will be free to park in any District Council car park after 2pm throughout December.

The free parking initiative was introduced by the District Council in 2008 to help local residents and businesses during the economic recession.

The free parking from 2pm throughout December comes on top of residents’ parking concessions that allow local people to park free every day of the year up to 11am and after 4pm.

This means Dales residents have free parking for 21 hours each day over the festive period, which helps local people and local traders.

Free parking extends to midnight each day and motorists are reminded not to leave anything valuable in their vehicles as the lead up to Christmas can also be a choice time for thieves.

Important changes to bus services – Derbyshire Connect

Important changes to bus services – Derbyshire ConnectDerbyshire County Council is introducing a new bus service – Derbyshire Connect – on Monday 13th February 2017. This will replace services 101 and 102 which operate from the Thorpe and Parwich areas as well as two school services – the 103 and 104 – that run from Hognaston to Hulland Ward Primary School, and Kirk Ireton to Queen Elizabeth’s Grammar School.

Derbyshire Connect will use an accessible minibus and run between 7am and 6pm Monday to Friday, and 8am and 6pm on Saturdays. It will not run on Sundays. Instead of following a traditional timetabled route, Derbyshire Connect will operate anywhere within the times stated and operating zone (see map attached). Please note the emphasis on this service is its flexibility and the areas served can be changed, within this general operating area, to accommodate the journeys passengers may wish to make.

Journeys will have to be booked in advance, anytime from a week to two hours before travel. A standard fare will be charged but Gold card holders will be able to travel for free after 0930 during the week and anytime on Saturdays. Importantly, Derbyshire Connect will be available to everyone, including visitors, of all ages in the operating area.

Derbyshire Connect will be a pilot service for up to 12 months and if successful may shape the way that transport is provided in the future in the county’s rural areas. There are many successful services of this type operating around the country and we hope that Derbyshire Connect will be more responsive to passengers needs and provide greater travel choices.

The Parish Clerk would like to draw your attention to the following item minuted at the last Parish Council Meeting.

In response to the Comprehensive Spending Review and associated Local Government Financial Settlement Derbyshire County Council is consulting on proposals to remove subsidies for local bus services from October 2017 and replace them with a ‘demand responsive transport’ alternative.

This proposal would result in the discontinuation of all subsidised routes including the 102 which serves Parwich.

The consultation is taking the form of a questionnaire which individuals can complete on-line or by a paper copy. This consultation ends on the 24th of April. It was noted that publicity for this consultation has already been provided by the Parwich Blog.

A Councillor had been advised that the average usage per journey on this route has only been around two seats. The Council considered it highly unlikely that a commercially viable, unsubsidised, service could be sustained based on this level of demand.

It was considered that the prospects for successfully opposing the removal of the subsidies (and hence the services they support) were poor given the unlikely availability of funds to re-instate them. As funding is proposed for the ‘demand responsive transport’ alternative, and as this is a new proposal, more realistic opportunities to influence its implementation may exist.

A member of the public had communicated to the Council a number of ideas that they hoped might enable a service to be preserved or even enhanced.

The Council would want a public transport to exist for the village. It did not consider that it had powers materially different from those of the general public to campaign to challenge or modify the proposals.

Should any one wish to lead and manage a campaign to influence the outcome of these proposals, to ensure the best possible public transport provision for Parwich the Parish Council would consider requests for support favourably.

Bus Consultation Reminder

Bus consultation – still time to have your say

Local residents are reminded they can still take part in Derbyshire County Council’s consultation on the future of the county’s bus services.


DCC is proposing to withdraw all funding for subsidised bus services − journeys that can’t be run commercially − and community transport Dial-a-Bus (DAB) ‘shopping buses’ from October 2017.

This means that unless they can be run commercially or funded from elsewhere they will stop. Typically they are early morning, evening, Sunday and rural services.

The consultation runs until Sunday 24 April 2016. Questionnaires can be completed online. Printed copies are available from all Derbyshire libraries and district and borough council offices.

The four proposals are:

  • to withdraw all funding – £4.6m − for buses we pay for. This affects around 139 services
  • to withdraw all funding for the county’s six community transport DAB services − just over £1m
  • to put on a Demand Responsive Transport (DRT) service in the place of subsidised and DAB services
  • to put on a new Door-to-Door Plus service for people who, through mobility difficulties, would be unable to use the proposed DRT service.

Details of the DRT service have yet to be developed, but in principle, passengers have to book their journey, then wait to be picked up at a specified location on a given day and time. There is usually a main route but buses can divert off this to pick up and drop at other places on the way if this has been pre-planned.

This service would be limited with around 10 minibuses to serve the county. Buses would be wheelchair-friendly and could be used by passengers who currently use subsidised buses or community transport services.

Councillor Dean Collins, Cabinet Member for Highways, Transport and Infrastructure, said:

“By 2020 the funding we get from Government will be more than a third lower than in 2010. These cuts are unprecedented and mean we have no choice about scaling back most of the services we provide, particularly when, by law, we do not have to provide them.”

Steeples Buses

We have received this request for information about Steeples bus service:

I am currently writing a history of Derbyshire’s independent bus operators in the days before deregulation and one of the 20+ operators which will be covered is Steeples of Parwich. I’m sure that many of your readers will remember this firm which ceased to trade in November 1967.
I already have information on the “technical” side (such as the vehicles used and the licences held) but have been able to discover remarkably little about Mr RH Steeples himself. I wonder if I might appeal to your readers for some biographical information about the proprietor and his immediate family? Anecdotes and personal reminiscences about the bus services would also be welcome, although I am unable to use longer stories as I have more than 20 operators to fit into my allocated 160 pages!
Those who provide assistance will receive a free copy of the book, which will have around 200 illustrations, 35 of them in colour, and will also include other companies once familiar in Ashbourne such as Allen of Roston, Carter of Hales Green, and Webster of Hognaston. The book is due to be published by Ventuire of Glossop later this year and will be priced at around £19.
I hope that your readers can help me to do justice to the memory of this small but vital bus company – please feel free to pass my email address on to anyone who might be interested in helping.

Bus Services Consultation

Information from Derbyshire County Council:

 Consultation on subsidised buses launched

Local residents are being asked their views on proposals to stop paying for local bus services and community transport to help DCC deal with the biggest budget cuts in our history.


By 2020, the funding we get from central government is expected to be more than a third less than in 2010.

This means we need to review what we spend on paying for local bus services which don’t carry enough passengers to be run commercially (subsidised buses).

We’re also reviewing the amount of money we give to Derbyshire’s six community transport schemes to run Dial-a-Bus (DAB) ‘shopping buses’.

We’re already scaling back on our support for DAB services meaning that from this year we will fund one of these trips a week for every community, town or village, to a nearby town centre or supermarket. Some areas currently have several services a week. (more…)

The following figures were recorded at 12am Wednesday 30th September 2015:

In response to the general idea of 20mph speed limits in residential areas, 54 people participated with 78% in favour of the idea of 20mph speed limits.

There was also clear support for the idea of specific 20mph limits in our local villages:

  • Alsop en le Dale 77.5% (31 out of 40)
  • Ballidon 72% (23 out of 32)
  • Parwich 77% (33 out of 43)
  • Pikehall 70% (23 out of 33)

These recent poll results are consistent with issues raised by our readers over a number of years concerned about traffic and road safety in Parwich and Alsop en le Dale villages.

The recent poll here at parwich.org indicates some 75% are in favour of the principle of 20mph speed limits in residential areas, with the following thinking it would be a good idea for our local villages:

  • Parwich 74%
  • Pikehall 70%

These are the results so far (recorded at 4pm Sunday 27th Sept).

Derbyshire County Council’s consultation on the idea of 20mph speed limits in some (as yet unspecified) residential areas in the County ends next Wednesday (30th September). Click here if you want to find out more about the consultation or participate on line.

The Council plan to enter into further consultation with any neighbourhoods if they consider introducing specific schemes. However this is something that has been raised a number of times in the past both with Parwich Parish Council and here at Parwich.org, so what do you think?
