Free Planning Roadshow

The proposed changes to the Planning system with particular reference to how communities can shape the future of the areas in which they live and work through engaging in the Planning System in Derbyshire, is to be addressed by a series of Roadshows across the County, with three further training events in December 2011 and January/February 2012, led by the Derbyshire County Training Partnership.

The training events will be free of charge and have been arranged in consultation with the Campaign to Protect Rural England (CPRE) and form part of the National Programme of training made possible by Government Grant.

The efforts of Parwich First Responders were recognised last night at the Derbyshire Excellence in the Community Awards. These awards recognise adults, businesses, voluntary and charitable organisations throughout the county whose selfless work helps to improve communities and the lives of local people.

The award was formally awarded to Sue H, Chair of Parwich First Responders, but she accepted it on behalf of the entire group.

The Peak District National Park Authority (PDNPA) is one of two national park authorities that have been chosen by the Government to pilot direct elections. The PDNPA is now recommending that all 22 of its council and parish members should be considered for election.

This would not affect the eight remaining members that are appointed directly by the DEFRA Secretary of State, as DEFRA have already ruled this option out.

Please click here to read the PDNPA’s full statement.

People in Parwich urged to nominate their favourite voluntary group for a 2012 Queen’s Award for Voluntary Service.

There’s still time to nominate your favourite local voluntary group for The Queen’s Award for Voluntary Service, the MBE for volunteer organisations, by getting your nomination forms in by Friday 30th September 2011. Please visit www.direct.gov.uk/qavs or email queensaward@cabinet-office.gsi.gov.uk

The Award, part of the UK National Honours system, was created by the Queen to mark the Golden Jubilee in 2002 and recognises the outstanding contributions made to local communities by groups of volunteers. It’s hoped the 2012 Awards will attract more nominations than ever, to help celebrate the Award’s 10th anniversary and the Queen’s Diamond Jubilee next year.

In June this year, three outstanding groups in the East Midlands received this Award after being nominated by friends, family, beneficiaries or members of the public, but there are many more groups in the region which deserve to receive this recognition for their volunteers which can only be done by making a nomination.

The Queen’s Award for Voluntary Service Main Award Committee Chair and former broadcast journalist Martyn Lewis CBE said:

“Volunteering groups make a huge contribution to people’s lives, often without praise for the incredible job they do. A prestigious UK National Honour such as The Queen’s Award for Voluntary Service can prove invaluable in so many ways to their ongoing success.”

At the Parish Council AGM it was pointed out that the public toilets at Parsons Croft/Creamery Lane will be closed from mid May.

When no one applied for the original toilet cleaner’s job, the Parish Council were extremely grateful to Jane Harris for voluntarily doing the work.

As Jane is moving out of the village this month the Council has found a replacement cleaner. The problem is that this person who will be a paid employee cannot be employed until a new Parish Council is in place, hopefully this summer.

As a result the toilets have to close unless someone is willing to do it voluntarily during this interim period. If you are willing to help out please email parwich@hotmail.co.uk  and your message will be passed on.

Derbyshire Dales District Council, today,  has confirmed that they are unable to take on the responsibility of cleaning our toilets during this time.

NB – Derbyshire Dales have also been informed that two of the Dog Poo Bins are overflowing, and they have promised to look into it tomorrow.

Congratulations are due to Sir Richard FitzHerbert, who has been elected as the Conservative member for the Dovedale and Parwich ward of Derbyshire Dales District Council, with 594 votes against the Labour candidate’s 181 votes.

This ward encompasses the parishes of Eaton and Alsop, Fenny Bentley, Hartington Nether Quarter, Lea Hall, Mappleton, Newton Grange, Parwich, Tissington and Thorpe. Sir Richard replaces our previous councillor, Simon Spencer (also Conservative), who had won the seat uncontested in 2007.

As for the Carsington Water ward, which includes the parish of Ballidon and Bradbourne, this was held by Lewis Rose (Conservative), who won it uncontested.

Representation for Pikehall residents is more complicated, as Pikehall is split between five different parishes (Parwich, Hartington Nether Quarter, Ballidon/Bradbourne, Brassington and Elton). Residents will be represented as follows, depending on their parish:
– Parwich and Hartington Nether Quarter: Sir Richard FitzHerbert
– Ballidon/Bradbourne and Brassington: Lewis Rose
– Elton: Colin Swindell (Labour member for Winster & South Darley)

There were no Parish Council elections for Parwich, or for Ballidon/Bradbourne. In the Eaton/Alsop parish, the three candidates – John Bunting, Christopher Duffell and David Wainwright – were returned unopposed.

The Conservatives now hold 29 seats on the Council. Labour have 5 seats, the Lib Dems have 4, and there is one Independent member. Compared to the 2007 elections, the Conservatives have gained 3 seats, Labour have gained 1 seat, and the Lib Dems have lost 4 seats.

Full district council election results for Derbyshire Dales can be found here.
Town and Parish Council results can be viewed here.

You can also follow Sir Richard FitzHerbert on Twitter: http://twitter.com/@RichardFitzHerb

Businesses of all sizes in the Peak District are being given a strong new voice with the creation of a group to promote the area as a place to do business.

Called Business Peak District the group will be led by a wide range of representatives from the business community. It will represent all businesses in the area covered by the Peak District National Park and the High Peak, Staffordshire Moorlands and Derbyshire Dales districts or boroughs.

All businesses are being invited to join an event to find out about the group and its plans at Thornbridge Hall, near Great Longstone, on Monday 16 May, 5-8pm.  It doesn’t matter how big or small your business is.  Maybe you are even thinking of starting a new business.

John H writes:

Just to let you all know the Derbyshire Dales District Council has started (as of Wed Jan 5) to repair the section of footpath 21 from Croft Avenue to the squeeze stile by the electicity sub-station, between Croft Avenue and Church Walk.

Wednesday morning’s work involved four men, two lorries, a trailer, a van and a JCB digger – and they haven’t started laying tarmac yet! They are turning the former 0.9m wide footpath into a 1.8m wide ‘highway’ – as far as the squeeze stile. This work is being directed by Footpaths and Rights of Way.

I have pointed out to the workmen that the continuing footpath is 0.9m wide to the south of the squeeze stile and has no surface at all where it runs north through 9 Croft Avenue, but was informed that 1.8m was what they were told to provide.

I THINK THIS IS AN UTTER WASTE OF PUBLIC MONEY. A single man with a spade could have cut back the encroaching grass covering the underlying footpath in a few hours. The team working on this could have been more usefully employed filling in the holes in Alsop Road.

The Footpaths and Rights of Way officer has just returned my call, and has stated that 1.8m is the standard adopted wherever possible when they are reconstructing footpaths – whether it be in a conservation area or not, across public land or private land. He is also aware of the condition of the footpath alongside Smithy Close – are we going to see more tarmac there fairly soon?

These piecemeal ‘improvements’ are eroding the character of Parwich as creeping urbanisation. Do we realy need 1.8m footpaths, kerbstones, road signs and street lights, or are they being imposed upon us by County Hall bureaucrats wasting our money when it would be better spent repairing roads, providing care services and education?

As part of the Limestone Way, footpath 21, even in its ‘grassy’ state prior to this morning’s activity, was adequate for use by ramblers. As a local path, for use by village residents, it could have been better, but it did not need to be wider. In poor weather conditions, most villagers would choose to use alternative routes to avoid the hazards of the lower section of the footpath which still remain.

– John H.

At last the road to Ashbourne is re-opening today! (Thank you to Dave R for letting us know.)

The road blocks came down yesterday and some vehicles have already gone through.  The County Council can not give a specific time for the road closed signs to come down, though it will be officially open sometime today.

When you take the road watch out for loose chippings, and let us know how the road is now.  Also any photos are welcome.

Well done to Highways for finishing the road works within schedule, and well done for their general maintainance of the minor roads (particularly through Alsop en le Dale) that have suffered so much from the combination of increased traffic and bad weather.

Derbyshire Prepared

A new website has been launched to help keep Derbyshire residents prepared and informed before, during and after major incidents such as severe weather and flooding. The site is called ‘Derbyshire Prepared’ and will include up-to-the minute information about ongoing incidents, useful contacts and advice for residents and businesses.

It has been developed by members of Derbyshire’s Local Resilience Forum (LRF) – the police and emergency services, Derbyshire County Council, city, district and borough councils, health agencies, the Environment Agency and Highways Agency. These groups already work together to manage incidents like severe weather, flooding, large fires, chemical spills or explosions but the website will allow residents to check information quickly and easily in one place.

The website features a range of information including:
* Safety tips and advice to help residents be well prepared for an emergency
* Advice and support for businesses on preparing business continuity plans
* Information for anyone organising a large community event
* The emergency plans Derbyshire has in place to deal with any major incident
* How to sign up to a community messaging service which can send residents text or e-mail alerts about incidents in their post code area
* Useful contacts and links to other relevant websites & incidents in the county and the new website will help get information out quickly and efficiently.

Residents are encouraged to sign up to the community messaging service to receive phone or e-mail alerts if incidents happen where they live.  Anyone can receive these alerts and they are often very useful.  We do publish relevant ones on the blog.

Why not check out the new site at www.derbyshireprepared.org.uk

If you’re eligible to vote in Parwich, Alsop, Ballidon or Pikehall, then please cast an additional vote in our unofficial online poll, between now and Thursday – even if it’s just to say that you won’t be voting for any of the candidates! All votes are registered anonymously, and we have no way of linking them back to individuals.

At the time of writing, the Conservatives have picked up 36% of the Parwich vote, followed by 21% for Labour and 14% for the Liberal Democrats. We’ll give you a final tally on Thursday.

Who are you voting for?

Next Thursday sees the first election for the new Parliamentary Seat of Derbyshire Dales. In our poll of some ten days ago, nearly 40% of us were still undecided on who to vote for. Since then, the full list of candidates for Derbyshire Dales has been announced.

Have you made up your mind, or does last year’s MPs’ expenses scandal mean you will not be voting? Are you voting for a party, or for the candidate’s local policies? Derbyshire Dales is thought to be a safe Conservative seat – but just how “true blue” is our own area?

If you’re eligible to vote in Parwich, Alsop, Ballidon or Pikehall, then you are invited to take part in our totally unscientific poll. And please rest assured: just like in the General Election, your votes are completely anonymous and confidential, and the blog team has absolutely no way of identifying which individuals have voted.

To find out more about the seven candidates click here.

A recent poll here at PARWICH.ORG, although only attracting a small number of responses, indicates nearly 40% of people  were still undecided on who to vote for.  Since then the final list of candidates in Derbyshire Dales for the May 6th General Election has been announced.  We have a choice between seven:

  • Ian Guiver (UK Independence Party) – Whaley Bridge, Derbyshire
  • Patrick McLoughlin (Conservative Party) – Quarndon, Derby
  • Joe Naitta (Liberal Democrats) – Mickleover, Derby
  • Josh Stockwell (Green Party) – Wirksworth, Derbyshire
  • Colin Swindell (Labour Party) – Elton, Derbyshire
  • Nick The Flying Brick (Official Monster Raving Loony Party) – Kirk Ireton, Derbyshire
  • Amila Y’mech (Humanity) – Atlow, Derbyshire

The polling station in Parwich is to be at the Sycamore Inn this time, with Janet receiving her official training at Matlock Town Hall this afternoon.  (Click here for the full list of Derbyshire Dales polling stations.)

So far there seem only to be posters up locally for the sitting MP, Patrick McLoughlin, in and around the village, which might suggest it remains a safe Conservative seat.  I have received leaflets for the Conservatives, Labour, Liberals and UKIP so far.

With less than three weeks to go until the General Election, the political parties are campaigning ever more vigorously for your votes. But have you already made your mind? Or have you decided not to vote at all?

If you live in our area, and if are registered to vote in the Derbyshire Dales constituency, please let us know how you’re feeling in our poll. If we get a good enough response, then we may run a few more election-related polls between now and May 6th.

IMPORTANT! If you live outside our area, or if you are not registered to vote in Derbyshire Dales, then please do not vote in our poll.

As a reminder, we have candidates standing from the following six parties: Conservative, Green, Labour, Liberal Democrat, Monster Raving Loony and UK Independence.

If there is enough local interest, we are also happy to compile a list of your questions, to submit to our six candidates. We had some success with this during last year’s European elections, and would expect an even better response this time round, as the issues are a good deal “closer to home”. So please let us know whether or not you think this would be a good idea!

General Election Announced

The General Election has been announced for Thursday 6th May 2010.  As the Memorial Hall will not be ready then, the Parwich Polling Station will be in the Sycamore Inn, so you can get a coffee or a beer at the same time as you vote.

If you are not already registered to vote you will need to do so by 2oth April in order to participate in this election (click here to find out how to register or to check if you are already registered).

Our local constituency was West Derbyshire, which has been a safe Conservative seat since the 1950s, but is now reformed as Derbyshire Dales which will be contested for the first time in this election.  The sitting MP for West Derbyshire is Conservative Chief Whip Patrick McLoughlin, who has held the seat since 1986.  In the last election in 2005 there was a 69% turn out with the Conservations polling 48% of the vote (Labour 27%, Liberals 22% and UKIP 3%).

The prospective candidates for Derbyshire Dales are (these are the ones I have found so far, but there may be others):

PARWICH.ORG will invite responses from the above on local issues, so add comments below saying what you want to know about. (Hopefully these Parliamentary Candidates will be more interested in replying than the European Parliament Candidates were.)

Proposed Oil Co-op

Given the interest in setting up an oil buying co-op to ensure the cheapest prices, Karen Carpenter (Derbyshire Dales District Council) suggests she meets with a community representative or interested people:

I think if there is sufficient interest, then would you like to have a community meeting to discuss how the community would like a co-op to run, as a number of volunteers will be needed to co-ordinate ordering of oil and passing the message to all members of the co-op. I think the website will be a useful way of getting the message out, but I don’t wish to exclude people who don’t have access to the internet, so it will be important to have a way of reaching all the community. Where would it be best to have a meeting with those who are interested? I am happy to come out in the evening so more people will be available. I just need to make sure my husband is available to look after our children when setting the date. Alternatively I can come and meet with a representative of the community if that is what you would prefer.

We have suggested Karen comes to a meeting of everyone wanting to be involved in either the Pub or the Church. (Updated 12/1/10) This is provisionally arranged for 7-30pm Thursday 11th February at the Sycamore Inn; Karen is emailing a poster the Blog and Parish Council so we can put it in the Church Magazine, and get notices up.

Several people have also asked to set up a parallel LPG co-op, so LPG users come along to the meeting as well.

Salt and Grit Shortage

Thank you to Richard T for the following:

Derbyshire County Council says on its website that its salt supplier was unable to deliver the required amounts in the recent deep freeze.

A message on its website said:

“We’re dealing with the worst winter weather for 30 years.

“We’re continuing to grit main routes across Derbyshire but extremely low temperatures mean salt and grit doesn’t work as effectively as usual.

“We’ve used 15,000 tonnes of salt so far this winter. We haven’t reduced the amount of grit and salt we’ve been spreading on the roads and we’re continuing to grit main routes as normal.

“After treating main routes we would usually start gritting side roads, but recent conditions have been so bad that we’ve needed to return to the main routes, which means side roads are not currently being treated.

“Our salt supplier hasn’t been able to deliver the required amounts and we’re monitoring the situation closely.

“We had a delivery last night and we’re doing all we can to get more supplies from elsewhere.

“We’ll start to fill up grit bins again (which are provided for use in public areas only) as soon as we can when supplies allow.”

Their general gritting policy can be also seen on their website by clicking here.

Over the last year individuals have put posts on the Blog when they are ordering oil to get others to order at the same time ensuring discounted prices.  Today the District Council has contacted us to see if there is any interest in us taking this further:

Dear Parwich Community,

My name is Karen Carpenter and I work for Derbyshire Dales District Council. Part of my work involves helping local communities with keeping warm and as part of this I would like to help a small number of villages by assisting them to set up Oil Co-ops.

The benefit of having an Oil Co-op is that discounts in fuel purchases can often be obtained by buying in bulk as a group. Better prices are often obtained (per litre of fuel) for larger orders. In addition, the tanker will need to make less visits to the village thereby, having an environmental benefit also.

Oil prices have been extremely volatile recently, and living in the Derbyshire Dales oil prices are often a little higher than elsewhere, so any reductions must be a good thing. If you are interested please get in touch, I can be contacted at work on 01629 761316, or e-mailed at karen.carpenter@derbyshiredales.gov.uk, my normal working days are Monday to Wednesday. My work mobile number is 07775931037.

Hope to hear from you.
