This week the Parish Council purchased and installed two new toddler cradle seats for the swings at the playground as part of an on-going improvement plan. Last year the roundabout was refurbished with help from volunteers.

How does the planning enforcement process work in the Peak District National Park?
National park planners have issued the Peak District Local Enforcement Plan to help people understand what to do if they receive a notice that their building work or change of use breaks planning controls, or if they want to report a suspected breach.
Andrew Cook, Monitoring and Enforcement Manager, explained: “The threat of enforcement action can be distressing, especially when it relates to your home or business, and the process can be difficult to understand, so we hope that the Local Enforcement Plan will help to make things clearer for those involved.
“It’s important to realise that the vast majority of planning breaches are relatively minor and resolved without formal action being taken, although we will take firm action when it is warranted.
“If you are planning to carry out building works or other developments we’d encourage you to work with our planners to prevent problems happening in the first place. But if problems do occur we are always willing to talk to you to try to reach a resolution.”
The document explains what a breach of planning control is, how to report a suspected breach, the investigation process, criteria used to prioritise cases, in what circumstances the Authority takes action, and what powers it has.

As well as investigating and seeking to resolve planning breaches, monitoring and enforcement officers selectively check sites where planning permission has been granted to see if they comply with the approved plans and conditions.

The end could be in sight for that great British institution, the Television Licence. Apparently the dodgers, who are too numerous to mention, cannot afford the £145.50 annual fee. Of course they still watch on their giant cinematic 3D sets, whilst trying to budget their meagre benefits sitting in their woefully inadequate tax payer funded houses with their delightful broods. I trust that Auntie will reimburse all of us law abiding citizens the full amount that we have spent over the years. One person actually pleaded immunity from purchasing said licence as he had stolen his set.

Since our last update in January, Parwich Parish Council has been in contact with Derbyshire County Council’s Senior Project Officer Local Bus Network (Environmental Services) numerous times regarding concerns over the bus service. To summarise correspondence from the Senior Project Officer.
1. Usage of the buses
Although there are no smart ticketing systems in operation for bus services in the Parwich area the following statistics show the usage of the buses.
Service 449 – Service 449 Ilam – Bakewell (Alternate Mondays)
Between February 2013 and January 2014 a total of 206 passengers used this service. The highest number was 30 in July 2013 and the lowest was 4 in March 2013.
Service 102 – Parwich to Ashbourne – 4 buses per day Monday-Saturday

2. Change of timetable
In response to comments, Derbyshire County Council has moved the time of the first bus leaving Parwich forward by 5 minutes, effective from 31st March 2014. This is in order to provide better outbound connections onto the Swift service to Derby.
Future Funding
Derbyshire County Council officers work within budgets that are set by Cabinet. There are no specific monies set aside for bus services in Parwich, or anywhere else in Derbyshire, but there is an overall budget for supported bus services in Derbyshire. The Authority does face significant funding cuts over the next few years, however, budgets are set by elected members and not officers. It is the case that the contract which includes Service 102 is heavily subsidised and therefore, regardless of any wider budget concerns, if there are any opportunities to reduce the cost of providing these services whilst retaining the same (or better) level of service for service users then this would clearly be prudent of the Authority to look to do so to ensure best use of our limited resource. A reduction in the cost of provision would also help strengthen the justification for the existence of these services. This will be something the Authority will consider prior to deciding how to continue providing services after the current contract expires in October 2014. Options include extension of the existing contract, retendering, or integration of the provision within the Ashbourne Community Transport operation. Beyond this, there are no plans to make changes to the services themselves, although the Authority will continue to listen to any feedback and make any changes in response, if possible.
The motivation of this department (Environmental Services) remains one of finding efficient means of maintaining services, including services for Parwich. Consequently, any perceived opinions which may exist on future changes to contracts are misplaced.

Councillor Simon Spencer suggests that there is little point in holding a public meeting when there are no planned changes to the bus service. As a result Parwich Parish Council will not be organising a public meeting in April, but will review the situation as necessary.

It is believed that one or two eyebrows will be raised, if the proposed opening of a new Botox clinic goes ahead in Ashbourne.
Noose Flash – Sri Lanka: The Colombian authorities recently received over 176 applications for the position of hangman. Unfortunately the successful candidate lost his nerve after viewing the gallows for the first time. Although executions are few and far between, there are a substantial number of men on death row. A Devon man, who stole a penny farthing bicycle as a means of getting home after an all day drinking session, was warned at a preliminary court hearing to be prepared for likely transportation to Botany Bay.
A man, who was tackled by a community support officer after trying to pay for goods with fake twenty pound notes, has been jailed for a year for throwing a sausage cob at the officer in an effort to escape, causing a minor injury. The judge told the man that on his release he must attend a banger management course.
