Local residents can now give their views on our future plans for community transport services.


Earlier this month county councillors gave the go-ahead to consult on new proposals for some of Derbyshire community transport services.

Views on future plans for the county’s Dial-a-Bus (DAB) ‘shopping’ buses and aCTive travel services to healthcare appointments are now being encouraged.

The consultation can be completed online at our Community transport consultation page. Consultation questionnaires are also available from all of the county’s community transport schemes and local libraries. The closing date for responses is 13 September 2015. (more…)

Shaw Lane Road Closure

We have received a letter from Severn Trent regarding a temporary closure of Shaw Lane to allow maintenance work outside Hopecroft. The work is scheduled to begin at 9.30am on 24th January and take up to 2 days.

Buses at Risk

There has been a run on the Derbyshire County Council  questionnaires seeking our views on the kind of bus service  we would like serving our community.  The authority is closely examining routes and timetables to make savings.

The first 25  questionnaires placed in the Pump bus shelter have all gone. I have placed some more in there.

The consultation closes next Sunday but the mobile library will take  completed forms on Monday. Alternatively,  hand them in at the Ashbourne library or place through the letter  box (above the trough)  at Church Cottage, The Green, and we will hand them in.

Please tell friends or neighbours who might want to compete the questionnaire.

Bus Survey Reminder

Transport consultation − still time to have your say

Passengers using DCC funded bus services are urged to tell them about their journeys before consultation closes next week.


DCC are asking users of local bus and community transport services to provide information about their trips to help shape services in the future.

DCC need to make cuts of £157m by 2018, including making savings on the local bus and community transport services we support.

Most bus services in Derbyshire are run commercially by local bus companies who set the routes and fares.But around 15 percent are funded by DCC, including current spend of £3.7m on subsidised bus services.

Around £1.4m is also spent on supporting community transport dial-a-bus services throughout the county and £50,000 on Wheels to Work − a moped loan and cycle scheme which helps people get to work, education or training.

But before any decisions about reducing or withdrawing services are made bus users are being asked to tell DDC about the routes they use, when they travel and the reasons for making their trips. They are also being asked about the impact on them if any of these services were taken away or changed.

Councillor Dean Collins Cabinet Member for Highways, Transport and Infrastructure said:

“We understand that getting out and about is vital to people maintaining their independence but we need to make savings and some difficult decisions about the services we can support in the future will have to be made.

“Local bus and community transport services will have to be run differently in the future because we will not have the same level of funding to support them. But we will not make any decisions about individual services until we have gathered information from bus users.”

The closing date for responses is 14 December 2014. Feedback from this survey will then be used to develop proposals for how transport, funded by us, could run in the future. These proposals will then go out to full consultation in 2015.

The Future of our Buses

Parwich is at risk of losing its bus services as we know them today.
Derbyshire County Council, faced with Government cuts, has to make savings and is consulting about a new network for its subsidised services. In order to preserve as much of the service as we have today, can people in the village complete a DCC questionnaire copies of which are in the Pump bus shelter.

It is vital for our village that we have a voice in making sure we retain services, especially for those who use the bus to shop, link in to the Swift service from Ashbourne to Derby and Uttoxeter or depend on it to get to the Royal Derby Hospital. (A taxi from the Royal Derby to Parwich costs in the region of £30.)

A significant number in Parwich will be affected if the bus service is radically altered leaving the elderly, teenagers, those who need it for work or hospital appointments or travelling further afield at a significant disadvantage.

The questionnaire can also be completed online at

derbyshire.gov.uk/supportedbuses

But there are those without access to the Internet which is why there are hard copies in the Pump Shed. These have to be completed by December 14 and handed in at the library in Ashbourne or the mobile library in Parwich on December 1 or December 15. Alternatively, put the completed form through the letter box of Church Cottage (above the trough) and we will ensure they are handed in.

Could people be neighbourly and watch out for those who might like copies of the form.

Perhaps surprisingly, the questionnaire does not ask us what would encourage us to use the service or use it more frequently. I think it would be worthwhile adding your view to the questionnaire.

Christmas Parking

For the seventh year in a row, Derbyshire Dales District Council is encouraging people to shop locally this Christmas by introducing free parking across the district from 1st December. In a scheme designed to boost trade, it will be free to park in any District Council car park after 2pm throughout December. (more…)

Parwich Bus Update

Since our last update in January, Parwich Parish Council has been in contact with Derbyshire County Council’s Senior Project Officer Local Bus Network (Environmental Services) numerous times regarding concerns over the bus service. To summarise correspondence from the Senior Project Officer.

1. Usage of the buses
Although there are no smart ticketing systems in operation for bus services in the Parwich area the following statistics show the usage of the buses.

Service 449 – Service 449 Ilam – Bakewell (Alternate Mondays)

Between February 2013 and January 2014 a total of 206 passengers used this service. The highest number was 30 in July 2013 and the lowest was 4 in March 2013.

Service 102 – Parwich to Ashbourne – 4 buses per day Monday-Saturday

• September 2013 – 174

2. Change of timetable
In response to comments, Derbyshire County Council has moved the time of the first bus leaving Parwich forward by 5 minutes, effective from 31st March 2014. This is in order to provide better outbound connections onto the Swift service to Derby.

Future Funding
Derbyshire County Council officers work within budgets that are set by Cabinet. There are no specific monies set aside for bus services in Parwich, or anywhere else in Derbyshire, but there is an overall budget for supported bus services in Derbyshire. The Authority does face significant funding cuts over the next few years, however, budgets are set by elected members and not officers. It is the case that the contract which includes Service 102 is heavily subsidised and therefore, regardless of any wider budget concerns, if there are any opportunities to reduce the cost of providing these services whilst retaining the same (or better) level of service for service users then this would clearly be prudent of the Authority to look to do so to ensure best use of our limited resource. A reduction in the cost of provision would also help strengthen the justification for the existence of these services. This will be something the Authority will consider prior to deciding how to continue providing services after the current contract expires in October 2014. Options include extension of the existing contract, retendering, or integration of the provision within the Ashbourne Community Transport operation. Beyond this, there are no plans to make changes to the services themselves, although the Authority will continue to listen to any feedback and make any changes in response, if possible.

The motivation of this department (Environmental Services) remains one of finding efficient means of maintaining services, including services for Parwich. Consequently, any perceived opinions which may exist on future changes to contracts are misplaced.

Councillor Simon Spencer suggests that there is little point in holding a public meeting when there are no planned changes to the bus service.  As a result Parwich Parish Council will not be organising a public meeting in April, but will review the situation as necessary.

Christmas Parking

Another free parking boost for Dales shoppers and traders this Christmas

For the sixth year in a row, Derbyshire Dales District Council is encouraging people to shop locally this Christmas by introducing free parking across the district from 1st December.

In a scheme designed to boost trade, it’s free to park in any District Council car park after 2pm throughout December.

The free parking initiative was introduced by the District Council in 2008 to help local residents and businesses during the economic recession. Over the Christmas period, Dales residents have free parking for before 11am and after 2pm.

Free parking extends to midnight each day and motorists are reminded not to leave anything valuable in their vehicles as the lead up to Christmas can also be a choice time for thieves.

The book ‘Rails to Ashbourne’ by Howard Sprenger is now published by Kestrel Railway books (click here for details). It contrasts the older Uttoxeter to Ashbourne line with the relatively more recent Ashbourne to Buxton line, now the Tissington Trail. Obviously this latter had a major local impact and much of the information and pictures in the book relate to our area. (If any of our readers get a copy we would be pleased to post a review of the book focusing on the nearby sections.)

Derbyshire Dales car parking review moves to next stage

The first detailed policy review in 10 years of public car parks across the Derbyshire Dales is moving to another stage of public consultation. Derbyshire Dales District Council – which operates 33 pay and display car parks throughout the Dales – has put together a set of initial recommendations after inviting local people and traders to give their views on the way ahead over the past two months.

Recommendations drawn up by a special sub-committee carrying out the review are to be considered by the District Council’s Environment Committee on 16 May.

Once formally identified, the options will go forward for a further round of public consultation. The consultation programme to date has included community forums, focus groups with traders, residents, disabled users, town and parish councils and tourism and stakeholder organisations. Feedback has also been available by post and online – and local people will again be encouraged to have their say on the options during May and June ahead of final policy recommendations early in July. A new car parking policy will be adopted by a full meeting of the District Council on 25 July, with implementation set for 1 October this year.  (more…)

20mph speed limits

Given we are currently focused on our local roads (though speed has not been the main issue over the last few days), it seemed timely to create this post in response to Living Streets‘ new campaign (see their press release below) to persuade Councils to move faster on creating more 20 mph speed limits.

In January of this year the Department of Transport issued new guidance giving Councils more freedom to create 20 mph zones. Road safety is a topic that is periodically raised here on the Blog and with Parwich Parish Council. Previously there has been some local support for creating such a zone in Parwich; the Peak Park Authority would potentially support this, but historically the County Council has been resistant to schemes in villages such as Parwich.

Does the new government guidance give us a chance to raise this again? Is this also an issue for Alsop en le Dale, Ballidon and Pikehall? Will ‘part night’ street lighting impact on what are safe speeds? What are your thoughts? (more…)

PUBLIC TRANSPORT, PARWICH

County Councillor, Mr S Spencer kindly attended the March Parish Council meeting and provided some information regarding public transport in Parwich and a transport scheme for 16-21 year old people.

Following the recent tendering process for public transport at Derbyshire County Council, the parish council has been advised that public transport in Parwich has been subject to very little change and school transport will remain the same for the next 18 months. It was reported, however, that usage is vital for the future of public transport in Parwich.

The parish council was also informed of a scheme called ‘Wheels to Work’ which is aimed at young people, aged 16-21 years of age, and involves a motorcycle loan scheme to enable young people to get to work.

The Derbyshire Public transport unit have advised that there is a tendering process for the bus service in April. They said there is NO intention to take away a bus service from Parwich.

They are legally obliged to provide a service for children to school. They cannot provide details until after April of exact timetables. There may be changes to the services as a result of the re-tendering process and there will be notification in advance of any possible changes being implemented.

The Parish Council will be notified of any changes and will post these on the blog.

The Big Thaw

The rate at which the snow has been disappearing is quite remarkable. Impassable roads yesterday morning are now perfectly driveable. This does mean the melting ice, coupled with the overnight rain, have left quite a bit of water to drain away. This picture shows the icy puddle just down by the Ballidon turning:

This however has to be seen to be believed. Tissington Ford reached 3 feet and caused the sign showing the depth to swivel round. No problem for Andy’s Defender however. Watch and wonder at this piece of video:

The following Christmas parking concession has been announced by DDDC. It takes effect from 1st December.

“Free parking from 2pm throughout December comes on top of residents’ parking concessions which allow local people to park free every day of the year up to 11am and after 4pm. So, over the Christmas period, Dales residents have free parking for 21 hours each day (before 11am and after 2pm).  The aim is to help local people and local traders.”

Derbyshire Police are inviting all Land Rover Defender owners in the High Peak and Derbyshire Dales to attend a crime prevention day to reduce the risk of their vehicles falling prey to criminals.

The event takes place at Carsington Water Visitors Centre between 10am and 2pm on Sunday, September 23.

Any Defender driver whose vehicle registration details prove they live in the High Peak or Derbyshire Dales can buy subsidised steering wheel locks or take advantage of free security marking. Owners from these areas can enter a free prize draw to win security items, donated by various companies.

Change in Bus Frequency

Thank you to Heather and Carl W for letting us know that as from 25 March 2012, the 8.14 bus to Ashbourne and the 16.05 return will only run on schooldays. This means that during school holidays, the earliest bus to Ashbourne will be at 9.53 am and if you want to return in the afternoon you wtll have to catch the 14.47 or wait for the 18.15. The service will continue as normal during school term times.

School buses & vehicle checks

School buses checked for safety in Ashbourne.

A number of school buses in Ashbourne have been checked as part of a police and partnership road safety operation. Operation Safedrive took place on Friday, September 23 and a team of police officers, PCSOs and officers from CREST (Casualty Reduction and Enforcement Support Team), VOSA (Vehicle Operator Services Agency) and Derbyshire County Council started the day at Queen Elizabeth’s Grammar School. The team examined over 15 buses and coaches to check the condition and safety of the vehicles bringing children to school. During the checks two buses were found with defects which needed to be fixed as soon as possible and one bus had to be towed back to the depot for immediate repairs after officers found two wheel nuts which had sheared off.

Vehicle Checks

They then moved on to Ashbourne Fire Station where the team were joined by the DVLA and a fire safety officer to carry out checks on passing vehicles. A mixture of warnings, notices and fixed penalty notices were issued to:
• 6 drivers for using their mobile phone while driving
• 3 drivers for having tyre defects
• 2 for number plate offences
• 1 driver for not being in proper control of the vehicle
• 1 for not having a valid MOT
• 28 drivers were stopped for not wearing a seatbelt;
these drivers  were also given advice and shown photographs taken by the fire service of cases where people a seatbelt.

In addition, VOSA issued:

• 5 immediate and 2 delayed prohibition notices,
these are given to drivers for defects on vehicles which seriously affect their roadworthiness. The owners then have to have their vehicle inspected at an MOT centre before they can legally drive on the public highway.

The DVLA also brought their camera car and a total of 3018 cars passed through, and seven were found not to have road tax.
