Consultation on potential second homes Council Tax premium
Derbyshire Dales residents are being asked for their views on charging the owners of second homes twice the amount of Council Tax as regular home owners.
A second home is defined as a dwelling that is not a person’s sole or main home and is substantially furnished. Second homes are sometimes referred to as holiday homes.
The Government is introducing a new power for local authorities to increase Council Tax on second homes by 100% (double the amount owners currently pay). Local authorities are able to charge the higher premium from 1st April 2024. Councils can decide the level which is appropriate for their individual local circumstances and can set the premium at any level up to the maximum.
A District Council spokesperson said “1 in 20 homes in the Derbyshire Dales are not used for the purpose of permanent accommodation, and instead are used as second homes, holiday lets or are empty. It is thought that second homes can add to house price inflation and put local people at a disadvantage when existing homes come on the market. The Council Tax Premium for second homeowners may encourage them to sell their properties or may well put off future buyers wanting to purchase existing traditional homes as second homes.”
The District Council is consulting residents and stakeholders on the proposal to introduce the Council Tax Premium on second homes and would like to understand the views of second home owners and the impact they feel second homes have on the community. They would also like to understand the views of local people affected by second homes and the views of the wider housing sector.
If the Council Tax Premium was to come into effect, the Council would receive additional Council Tax income and they would like to understand residents’ views on what they feel this money should be spent on.

The next meeting of Parwich Parish Council will be held on Wednesday the 15th February at 7:30 pm in the Memorial Hall.
Parish Councils are no longer permitted to meet using video conferencing so this meeting must be held in person.
Risk management measures including sanitising and distancing will be in place. The number of attendees may not exceed 30. All attendees may be required to wear face masks (unless exempt).

Are you looking for some help with your admin? I work for a few local businesses, and individuals doing office based work. My tasks vary between writing copy, proofreading, preparing figures for accountants, correspondence, general office work and PA-type tasks. I work either remotely or at their home office on a self employed basis. On occasion I have a few hours a week during which I can help anyone in or near to Parwich with their office administration (preferably to coincide with school hours).
I have a degree in Latin (Dunelm), computer literacy skills (Microsoft and Apple) and experience of running a business and managing staff. I can provide support on an ad hoc basis, with the option of more regular provision if required.

Concerns about road safety in the village have been brought to the attention of the Parish Council. The Parish Council has no direct powers to address this sort of concern as the Highways Authority is Derbyshire County Council.
The Parish Council has decided to write again to its County Councilor asking for these concerns to be addressed. The text of this letter is below.
In order to provide substance to any future lobbying, residents are encouraged to note any “near misses” that concern them. These can be e-mailed to the Parish Clerk using clerk@parwichparishcouncil.org.uk.
Text of e-mail to Councillor Spencer:
Dear Councillor Spencer,
Parwich Parish Council have asked me to write to you as their local councillor.
Would you please bring the following matters to the attention of the relevant Cabinet member and Committee.
20 mph speed limits.
In 2020 the Parish Council was provided with a lengthy explanation of Derbyshire County Council’s reluctance to implement 20mph speed limits. Since that time residents and councillors have seen the widespread implementation of 20mph limits in other parts of the country. There is continued concern in the village about vehicle speeds. Especially where there are blind corners and no pavements. The Parish Council would like to place on record their continued disappointment that Derbyshire County Council remains unwilling to act to limit speeds in small villages like Parwich.

In 2019 it had been agreed that it would be beneficial to install a ‘children playing’ warning sign on the main road through the village as it approaches our unfenced children’s playground on the village green. This was to be addressed when money became available. In 2020 in a reply addressing this (as well as the speed limits) Gill Turner again advised that
“this is something that is proposed commensurate with current priorities and workloads”
However the village is still waiting for this signage to appear.
An update on both matters would be appreciated.
