NEWS RELEASE FROM THE PEAK DISTRICT NATIONAL PARK AUTHORITY
PR 519 – 18 August 2008

Approval for two new village halls in national park

The Peak District National Park planning committee has given unanimous
approval for two new village halls to meet the needs of the 21st
century.

Villagers of Parwich (near Ashbourne) and Over Haddon (near Bakewell),
who attended the meeting, were delighted that they can now replace
out-dated, inadequate facilities.

Both schemes resulted from the communities and their designers working
together with planning officers to achieve modern, energy-efficient
buildings which meet local needs as well as enhance the national park.

The new halls will be stone-built to harmonise with their village
settings, with disabled access and limited parking. Both have won
backing in principle from various funding bodies, including the Big
Lottery Fund.  (more…)

After 1 ½ hours and super presentations by all, planning permission was granted.

Subject to funding this is how our new Memorial Hall will look.

The first item on the Agenda was a rebuild of the village hall at Over Haddon, which was approved unanimously by the Committee. They are currently also going for the same Big Lottery Fund grant as we are. Then came Parwich Memorial Hall. Between 45 and 50 people from Alsop, Parwich, etc attended the meeting, ranging from the very young to the more mature, and a very enthusiastic bunch we were to. The Chair of the Planning Committee had to request that we did not clap after a spontaneous burst of applause followed the first speaker.  (more…)

Not so much reported for our area in this week’s Ashbourne News Telegraph (13th August).  But the following might be of interest:

As always let us know if I have missed any local mentions.

The planning application for the proposed new Memorial Hall should be considered by the Planning Committee on Friday 15th August.  Details of the Planning Officers’ report and the agenda for this meeting should be available about a week in advance at the Peak District National Park Authority website, though there appears to be some confusion in that Members of the Authority have been told that it is to be decided on delegated authority by the Officers, and the Authority’s Democratic Services says it is to go to Committee.

Following submission of the planning application, discussion with local people and with the Planning Service has resulted in some modifications to the external appearance of the proposed new Memorial Hall.  For full details go to our page Proposed Plans for the new Memorial Hall, however here are the new drawings that were submitted to the Authority on 30/7/08 (click on the images to enlarge them):

Congratulations to Janet and Steve for winning the regional (East & West Midlands) heat of the Best Community Pub 2008.  The Sycamore Inn is now in the national final up against eight other regional finalists.  The results will be announced at a black-tie reception at the London Hilton in Park Lane on Thursday 18th of September.

Well done Janet and Steve, you definitely deserve to win this category!

Also congratulations to Ruth and Phil at the Bluebell Inn, Tissington for winning their regional heat and getting to the final for the Best Food Pub category.

It is impressive that two local pubs are through to the finals, especially as the East & West Midlands region, including Derbyshire, Cheshire and Nottinghamshire in the north, seems to stretch via the Welsh boarders most of the way to London, including Henley on Thames and Bedford.

Ashbourne Telegraph 30th July

Here are couple of potentially interesting items from this week’s Ashbourne News Telegraph:

  • p.1 & 3 Our local bobby PC Ian Copper prevented a visitor to the Ashbourne Police Station from becoming a human torch (see also our Police page).  Well done Ian.
  • p.2 Derbyshire County Council launches a campaign on fly tipping.  They are keen to prosecute, and conviction can result in a £50,000 or 12 months in jail.  To report fly tipping ring 08456 058058, and for details of firms that legally dispose of rubbish call 08708 506506.
  • p.7 Alison Love (daughter of Jill) is picture collecting a heritage award for the Museum of Childhood at Sudbury Hall. Well done Ali, you certainly seem to be keeping Sudbury Hall in the news.

  • p.21 Ashbourne Methodist Church Holiday Club will run from the 11th to the 15th of August.  Places must be booked by Saturday (contact Di Lambert 344503 for details and a registration form).

Page 6: There is some speculation as to the future of the Co-Op and Somerfield supermarkets in Ashbourne, now that the Co-Operative group is set to buy out the Somerfield chain nationally.  After the merger, will both competing stores survive? A Co-Op spokesman explains that no comment can be made until late September at the earliest.

Page 16: A notice advertising Brassington Carnival, which takes place tomorrow (Sunday July 27th).  Nigel Clough of Burton Albion FC will be judging the floats and fancy dress at noon, followed by entertainment on the school field.  This will include the BMW brass band, a fun run, a Tug or War, various stalls, refreshments and a licensed bar.  There is an open air service on Miners Hill at 6pm, again featuring the BMW band.  The carnival marks the start of Brassington Wakes Week; for more information, see the Brassington village website.

Page 32: A feature on last Thursday’s harness racing event at Pikehall, accompanied by a colour photograph.

On the website: An article which we missed from last week’s round-up, which contains the draft dates for next year’s caravan rallies in Alsop (Oxdales Farm) and Parwich (Foufinside Farm and The Croft).  The article notes that the number of rallies has dropped significantly over the past 12 years, although numbers now appear to have stabilised.

As always, copies of the Ashbourne News Telegraph are available from the Sycamore shop, priced at 45p.

In the current (August) issue of The Derbyshire Magazine, you will find a four-page feature on Parwich’s very own “urban guerrilla of the cosmetic industry”. The feature profiles Jo-anne Jewett‘s career as a make-up artist, and provides some interesting background on her forthcoming book The Beautiful Truth.

Additionally, there is a splendid colour photo of Jo-anne with some of the Parwich women who agreed to have makeovers for the book (Di, Lynette, Nia and Sandra), as well as sneak peeks at some of the “before and after” images.

Copies of the magazine are available from the Sycamore shop, priced at £1.75.

Thank you to Andrew Lewer, Derbyshire County Councillor, for the following thought out response to our post on the new ‘Communities in Control’ white paper:

I would offer the following bullet point notes in turn to the ‘headline’ issues you put in your web-page on the ‘Communities In Control’ White Paper. I stress these are my personal views and not necessarily the settled policy positions of either DCC or DDDC:

New Rights to Demand Action – DCC already has a procedure whereby any petition signed by more than 10 households must be the subject of a properly written up paper presented by Officers to a Cabinet Committee meeting / DDDC will take a question from any member of the public to a Policy Committee and the Chairman (me in the case of Community and Environment) will answer it; research is provided by Officers and follow up with the member of the public in question, as necessary.

Increasing Accountability – This is an area where DCC could improve, though I would acknowledge geographical difficulties / DDDC’s Community Forums are attended by the Chief Executive in 80% of cases and by senior Directors if not, plus the Leader (Cllr Rose) and / or Deputy Leader and / or Policy Chairmen (Cllr Spencer and myself); all may be asked questions direct.  (more…)

Ashbourne Telegraph – 16th July

Today’s Ashbourne News Telegraph, although having many interesting articles, seems to be suffering Parwich fatigue this week after last week’s bumper edition. It has been harder work this week to find local links, but our readers might be interested in the following:

  • p.3 The Lady Bay Revellers (West Bridgeford) and the Guernsey Belles (Channel Islands) will be dancing in front of Tisssington Hall at 3pm on Sunday.
  • p.4 The Ashbourne Highland Gathering on Sunday.
  • p.10 Publication of ‘Circular Walks around Hognaston’ available at £1 from Red Lion (Hognaston).
  • p.28 & 20 Two page spread on the open air Songs of Praise at Carsington Water last Sunday.
  • p.32 Tickets still available for the Y Not Festival. A full page feature on the programme. Don’t forget if you link through from our site £5 from each ticket you buy goes towards Project Parwich.
  • p.54 Ashbourne Town Darts AGM coming up on Thursday 24th July at 8-30pm at the Compton Social Club. All teams must be represented to register for next season (registration fee £50).

Our earlier post on local democracy mentioned an up coming government white paper.  Thank you to Richard T for pointing out that it has now been published.

The press release contains the following summary:

New rights for the public to demand action from their council
Councils will be subject to a new duty to respond to petitions. Petitions will enable local people to force an issue onto a council’s agenda. With enough signatures that issue would need to be discussed by the full council committee and could be subject to a vote. This could be used to raise issues as diverse as bin collections and street cleaning, or the state of local parks.

Increasing accountability
Chairs and Chief Executives of local public bodies – such as Councils – will face regular public hearings as part of plans to increase accountability. (more…)

Sad News for Parwich

It is with great sadness we announce the death yesterday morning of Margaret L after a couple of weeks in the Derby Royal Infirmary. Margaret had had a great zest for life. She and her late husband Roy have given so much to the people of Parwich over the years. Our thoughts and good wishes are with her family and many close friends who will acutely feel her loss.

Parwich News Telegraph?

In stark contrast to last week’s issue, today’s issue, 9th July 2008, of the Ashbourne News Telegraph is positively brimming with Parwich stories.

  • p.21 A short report on the submission of the planning application for our new Memorial Hall (see also p.44 and our recent post)
  • p.23 Debbie is back from the States, and issuing a call for volunteers to help in various capacities at Carsington Water (see Volunteer Centre’s website)
  • p.44 Public notice issued by the PDNA announcing the consultation periods for the planning applications for the Memorial Hall rebuild and an extension to Station Road Farm, both in Parwich (see Planning pages at PDNPA web site)
  • p.53 Parwich Hill Race results in full colour (see also the time sheets)
  • p.54 Congratulations to Robert Cundy of Bradbourne whose bird came first in the Ashbourne Flying Club race from Hullavington (Wiltshire)

Ten and more year’s work by villagers is a step nearer achieving fruition with the submission of the planning application for our new Memorial Hall.

The Memorial Hall as it may become (view from the road).

In the 1990s the then managing trustees of the Memorial Hall Charity developed plans to extend the existing building on all sides, even putting storage cupboards in the narrow gap between the building and the ginnel. The ideas embodied in these plans are remarkably similar to the overall design concept of the current planning application. A significant amount of money was raised, but the Millennium Fund Lottery application was not submitted in time.  (more…)

Parwich’s multi-talented sports leviathon Roberto Buntingo has allegedly been spotted in another prestige sporting event. Buntingo employed perfect tactics. He chose to stick with the pack for most of the race – eating his packup and whistling Whitesnake tunes as he went. Many could not believe how effortlessly he climbed the mountains of the notorious Mont Blanc stage. One unkind journalist said he thought he could see Roberto’s braces hooked onto one of the upfront racers, but we know it was his indomitable spirit and unparalleled toughness.

Then it happened. An early breakaway at Cromford saw the Pike Hall pedallist beat eight riders up the gruelling hill. Deadly rival Collinio Simmsio almost caught him at the Carsington chicane but in the end Roberto powered through to claim the coveted yellow jersey.

Who knows what sporting achievement RB will attempt next???

Ashbourne Telegraph 2nd July 2008

One might be tempted to say that the Ashbourne News Telegraph is on the up with a very good edition this week, that is if it were not for the paupacy of news from Alsop, Ballidon, Parwich and Pikehall.  However here are some features that might interest our readers:

p.1 £1m upgrade for QEGS’ sixth-form facilities at Boothby Meadows announced
p.2 More on the Ashbourne big cat saga, though this time the more grisly news of a foal killed at Kniveton
p.4 Comment section reports a slight drop in accidents on the A515 (perhaps the reduction in the speed limit was not such a bad thing after all).
p. 28 & 29, and 56 Report on the World Toe Wrestling Championship at the Bentley Brook Inn
p. 55 Summer Football results

As always let us know what we have missed.

What the papers say

In today’s (25th June 2008) Ashbbourne News Telegraph are the following our readers might find of interest:

P.6 A great page feature on Sunday’s Children’s Show (even though I say it myself).  Seriously with four photos, a big thank you to the paper for including the results in full.  Everyone including the children worked really hard, so it is good to get the recognition.
P.7 The 13th World Toe Wrestling Championship is to take place at the Bentley Brook Inn on Friday (6pm to 9pm).  TV coverage and celebrities!  However make sure you are not too hung over to enjoy Wakes Saturday.
P.9 Councillor Ray Caswell is to step down from Ashbourne Town Council because of ill health.  Many will know Mr Caswell.  We would like to take this opportunity to send Mr Caswell our best wishes, and look forward to his continued excellent representation of our ward (Dovedale Ward) on the County Council.  (more…)

This week’s Ashbourne Telegraph

Local news features more this week in the Ashbourne News Telegraph with a stunning photo on the cover of a crashed car (although it perhaps panders to the voyeur in us it is a very good photo, hopefully the driver makes a fully recovery).

Stories that might be of interest to our readers include:

  1. The controversy over the proposed wind farm on Carsington Pastures continues. p.2
  2. A feature on Bradbourne Mill‘s conversion to houses and on the restoration of water wheels and part of the mill workings. p.6
  3. More sightings and a photo of a paw print of the Carsington/Ashbourne big cat. It has not been seen in our immediate area for several years that we know of; however, put up comments about any other sightings. p.7
  4. Drop in levels of reported crime in the Ashbourne Division, which presumably includes our area. p.9
  5. A whole page feature on Parwich Open Gardens (22nd June)with a photo of Pool Croft garden (though the photo of David & Christine’s garden is mentioned in the caption it seems to have fallen of the page), Wakes Week (28th June to 4th July) and the Flower Festival in St. Peter’s (4th to 6th July). So a busy couple of weeks ahead. p.20
  6. The successful Planning Appeal to keep the roadside windows of Church Cottage garden room, along with a splendid photo of Lynette. p.30
  7. A Public Notice from the Secretary of State for Transport for ‘the stopping up of a length of highway 35 metres in length on the B5056 at Bradbourne Mill‘. Copies of the draft order and plan may be viewed at Ashbourne Library for 28 days beginning on 18th June 2008. If anyone understands what ‘stopping up’ is, please let us know. p.47
  8. Summary of season statistics for Ashbourne Town Darts, including mention of our local teams. p.53
  9. Summer Football, including the results of Biggin’s two recent matches. p.54

As always let us know if we have missed anything.

This evening, the Annunciation window was installed in St. Peter’s church.  Designed by Meg Lawrence of Radnor, Wales, it was fitted by Ian Pocklington of Norfolk.   The installation work will be completed on Wednesday morning. The window was donated by Roger Graham, now of Breaston, near Derby, in memory of his grandmother and aunt, both of whom were postmistresses of Parwich.   The window shows the Archangel Gabriel – patron saint of postmasters and postmistresses – telling the Blessed Virgin Mary that she will bear God’s Son.   The window will be dedicated by the Bishop of Repton at a service on Sunday 6th July at 6 pm, which will be the climax of St. Peter’s Flower Festival.

Sycamore on Central News

The TV cameras were in Parwich yesterday at the Sycamore Inn, doing a feature on our new Shop. ITV’s Central News made a live lunchtime broadcast from the Shop featuring interviews with Janet (she said she was still feeling nervous today), Mary R and Freda K. A recorded feature also appeared on the early evening News with Janet and Freda again, and a further interview with Louise B. The evening slot also included a number of local children shopping after school.

If you want to see clips Janet has a video recording or you can view on-line by doing the following:

1. Click on this link. This will open the Central News page in a new window.

2. Select “full screen” mode, by clicking the button on the bottom right hand side of the little TV viewer window, or by right-clicking on the viewer window itself.

3. Move the blue slider (at the foot of the viewing window) along to 6:30, so as to skip the first six and a half minutes of the programme.

4. After the clip from Parwich ends, keep watching for the next couple of minutes, while East Midlands Minister Phil Hope is interviewed about current national government strategy relating to the future of village shops.

Further reading: Here’s a write-up of the whole scheme, as taken from the official website for “Pub Is The Hub” (the organisation which helped Janet set up the shop, in what turns out to be the fastest turnaround time to date).

You can find out more about “Pub Is The Hub” here. The scheme was launched in 2001, and has the personal backing of HRH The Prince of Wales.

Sycamore Darts Win

As always here is the round-up of what the Ashbourne News Telegraph says this week:

The finals of the Ashbourne Town Darts League were held at the Empire Ballroom last Friday.  The Sycamore Inn Team won the Division Three Cup, congratulations!

Parwich Legion’s Team were also finalists, just missing the Division One Cup.  Commiserations, and best wishes for next year.

Parwich’s Andrew Robinson provided ‘Word of the Week’ in the current issue, very evocatively describing their recent journey to the island of Colonsay, and reflecting more broadly on God as a source of confidence on our journey of life.  (The Hebrides are always stunning at this time of year).

Pikehall Harness Racing attracts around 2,000 visitors to each meet, with their 2008 season kicking of with a meet on Sunday 15th June, starting at 2pm.

As always do let us know of any other local snippets I have missed.

Planning Inspector Impressed

Congratulations to Lynette and Richard, who learnt this morning that their appeal relating to the garden room at Church Cottage, Parwich has been successful. The appeal process has been a long and arduous struggle for both of them, so their sense of relief must be immense, and well deserved.

Announcing her judgement with unusual speed, the Planning Inspector, Katie Peerless, commended the input of the residents of Parwich.

The building has been in place for some time and I was impressed by the strength of feeling that brought so many people out to speak positively of their liking for the building as it exists. Development, especially in a modern idiom, is often unpopular in conservation areas and it is more usual to hear objections to change, both before and after it has occurred, than praise for an innovative approach.  (more…)

Thank you to Chris Elton for pointing out a press release on the Communities and Local Government website. Hazel Blears, Communities Secretary, speaking to the National Association of Local Councils in Eastbourne on 21st May praised Parish Councils, saying:

We are seeing a new era of modern ‘parish power’. It’s high time we got away from stereotypes that parishes are sleepy, out of touch operations. Parishes are about local democracy in action and I’m proud to be strengthening their arm.

As the smallest unit of local democracy, their small size belies the big impact they can have. The truth is new parishes can revive democracy, and modernise communities by putting more power into local people’s hands. That’s why we are boosting the power of parishes, devolving more power from central and local governments to local people.

Our forthcoming Empowerment White Paper will herald a significant shift of power, giving people a real say over the local issues that matter to them – schools, hospitals, police and housing. We need to learn from the best, and many parish councils are past masters at giving local people a voice. (more…)

Church Cottage Planning Appeal

Today, Wednesday 28th May, saw the informal hearing of the planning appeal relating to the garden room at Church Cottage in Parwich: the Peak District National Park Authority seeking to enforce a solid roadside wall on the scheme and the appellants wishing to retain it as built.

The change from Aldern House to a more local venue (Fenny Bentley School) was successful, as some dozen local residents attended. Despite this, we still think that the Memorial Hall, in Parwich itself, would have been more suitable.

The Planning Inspector presiding was Katie Peerless, a chartered architect. It had been originally arranged for a specialist ‘enforcement’ inspector to hear the case, but at the appellants’ request he was replaced by an architect, as both the appellants and the Authority were arguing on design grounds. The meeting opened with the Inspector summarising her understanding of the written representations.  (more…)

Carolyn’s corner (No 6)

From Graham and Amanda:

This post should have been written a week ago, but events transpired against us. However, we just wanted to let everyone know that we were fortunate enough to visit Carolyn in the stroke recovery unit of the DRI recently, and were obviously delighted to see her again, and to see at first hand what a remarkable recovery she is making.

All who know Carolyn will be very pleased to know that she has lost none of the characteristic strength of character which will undoubtedly ensure a full recovery. Although she is having a little difficulty with speech at the moment (a good time to have an argument with her), she demonstrated unbidden her ability to count to 20 in perfect diction, and to stand up without aid.

We laughed and shared jokes about Parwich life, – she certainly hasn’t lost her sense of humour. I ribbed her mercilessly about the rather trendy line in footwear (black and white trainers with a pink skull motif!) and alluring surgical stockings she’s been given in hospital, and she seems very adept at careering around the corridor of the hospital in a motorised wheelchair with a very appropriate “No.1” written on the back of it.

She appears comfortable in the DRI, who are looking after her well and helping with her rehabilitation therapy, although she is understandably frustrated not to be back in Parwich. Judging by her progress, we are sure it won’t be long before she is back with us here.
