Peak Park Consultation on Planning Policy

The Peak District National Park Authority start today their public consultation on their new Core Strategy for the Local Development Framework. This is the policy document that is used to inform their planning decisions. The focus of this consultation is on their website, where there is an on-line survey, with various background and ‘preferred option’ documents.
Assimilating all the information and implications of such consultations can be hard work. Anyone who wants to help summarise the information to ensure as many people as possible are aware of what is being proposed, please let us know either by commenting below or emailing parwich@hotmail.co.uk. Also sharing comments on the process often helps others clarify their views so please do add your own comments or email them in to create further posts.
It is important that as many Park residents as possible have their say if we are to influence future planning decisions. The Authority does not always recognise the level of self-employment and the number of small businesses in communities such as ours. Although it is important to preserve our beautiful scenery and fine old buildings it is also important we ensure the Authority recognises what is required to ensure our communities continue to flourish.
Also increasingly the Authority is relying on the internet for their public consultations, so do let anyone you know, who might want to comment but is not on-line, about this consultation.

As part of National Parks week – a series of events have been organised in the Peak District. Several of them have a theme – Peak into the Past – 3 of the events are almost on our doorstep, one down Dovedale, another from Hartington to Pilsbury Castle & the third from Minninglow Car Park. Others are just a drive away. The events look varied, interesting and can involve all the family. Please note that some events must be pre-booked and others you can just turn up on the day.

The Peak District National Park Authority are sending a survey to just over 7% of the Park’s residents this week, asking for comments on how the Park is managed and on services for local people. Given our previous support for more democratic control for the National Park Authority we would strongly urge anyone receiving a survey to take the time to complete and return it.

The Peak District National Park Authority are taking seriously their commitment to promote community websites and community blogs in particular. An article on PARWICH.ORG and the new Alstonefield community site has already been drafted for the next issue of Park Life (due out at the start of July).
Today John Fern, Head of Communications visited Parwich to video members of our team creating the B5056 post and explaining the site, so that the short Park Life piece can be supplemented with more detailed information on the Peak Park’s own website. Watch this space.

Live and Work Rural

Update from Adele Metcalfe and Dan Yates, Live & Work Rural Officers at the Peak District National Park Authority
Since April this year, following the completion of the Peak District Community Planning project, we have both been working on the new Live & Work Rural Programme. This is a £1.253 million scheme involving the East Midlands Development Agency (emda), the Peak District National Park Authority and the Derby and Derbyshire Economic Partnership (DDEP) to support rural businesses and communities.
The three-year programme aims to help businesses create new jobs and safeguard existing ones and enable communities to carry out projects to benefit local residents. It is funded by a £595,000 grant from emda and DDEP, £458,000 of funding from the Peak District National Park Authority and £200,000 of additional support from various other partners. (more…)

During the Blog Team’s meeting with representatives of the Peak Park Authority in January, they were very supportive of what we have been trying to achieve here at PARWICH.ORG and keen to promote other communities to to follow suit.
Following this up, John Fern (Head of Communications for the PDNPA) is visiting Parwich this afternoon to meet again with members of our Team. He is writing an article on PARWICH.ORG and taking photographs to appear in the next issue of the Authority’s magazine ‘Park Life’.

This morning, we bade a sad farewell to the tree which had stood for over 30 years on the junction of Creamery Lane and Monsdale Lane.
Originally planted in honour of the Queen’s 1977 Silver Jubilee, the tree was condemned by the Peak Park’s inspectors as having grown too big for its surroundings. A new, smaller tree will eventually be taking its place on the same spot.

Dear Parwich.org – please could you pop this note onto your great website!
I thought I would let you know that the National Park Ranger Service recently visited Parwich to clear new tree growth from footpath 1, the trackway that runs south of the village towards Sitterlow Farm.
Probably about 10 years ago now, my colleague, Neil Hanshaw, was involved in improving this path, by installing drainage and surfacing. Some of you probably remember wading down this lane in wellies, because it was more river than path at this time. Then about 4 years ago the Ranger Service returned to this path because it had become obstructed by overhanging trees and vegetation. Over the course of one winter we gradually removed the obstructing trees to let in light and room for people to pass unmolested by blackthorn and hawthorn. We probably spent about 60 person days working on this clearance job – it was a considerable task – but the odd baked potato in a fire helped to keep our spirits up. But it was with considerable depression that I received a report last summer that young hawthorn and blackthorn growth was gradually closing in on the path again.
So last week when snow threatened to cancel our pre-arranged work with our valiant band of conservation volunteers, we diverted ourselves to Parwich and snipped back all the new hawthorn and blackthorn growth before it became a mammoth task again. (more…)

Following the snow last week the green bins were not collected. We have checked with The Council and they have confirmed that the green bins will not now be collected until their usual date on Thursday 19th February. Glass and newspaper will be collected this week on Friday 13th February.

Compost fire firm wins ‘green’ award – Vital Earth which of course has Parwich links through Mr Robert Shields, has won the International Green Hero Award and will now be automatically put forward in European Business Awards for the Environment. Tearsall Quarry work given provisional go-ahead
A mining company’s application to work a Peak District open cast quarry for six years has been approved.
Members of the Peak District National Park Authority decided by 10 votes to eight to allow Glebe Mines to work Tearsall Quarry, on Bonsall Moor, near Matlock, due to exceptional circumstances secured by a legal agreement.
It followed an offer by Glebe Mines to give up its rights to quarry minerals at another environmentally sensitive site called Peak Pasture, on the eastern edge of Longstone Edge, near Bakewell, for at least four years while extraction takes place at Tearsall Quarry. (more…)
Peak Park consult on Planning Framework

At last week’s Peak District National Park Authority’s visit to Parwich, planning issues cropped up at various points through the afternoon, and took up most of the Parish Council & public slot. Now is our chance to say how we want local policy on planning applications to develop in the Park.
The Authority are now consulting on their Local Development Framework that will set the local policies for future planning decisions. The consultation period runs to the 10th of April, but there is a lot of information to assimilate. Those that are willing, please start looking now and share your thoughts with us here at PARWICH.ORG, or with your Parish Council or with Parwich Village Action Group. Alternatively let the Authority know your thoughts directly via policy@peakdistrict.gov.uk
(If you can’t face wading through the complex set of documents involved in the consultation share your thoughts on and experiences of the local planning process any way.)

Stanton Moor Quarry Dispute Ends

Although outside our immediate area, some readers might interested that the long running dispute has ended, with the withdrawal of planning permission for quarrying near the historic remains on Stanton Moor. Peak Park visit to Parwich

Leaders from the Peak District National Park Authority will be holding a community visit to Parwich on Tuesday 13 January.
The aim of the day is for us to come and listen to local people to find out the key issues for the community – to find out what is going well, what needs improving and areas where we can work together in the future.
The people coming will be:
- Jim Dixon, chief executive
- Councillor Irene Ratcliffe, deputy chair of the authority and a county councillor (part of her constituency covers the Parwich area).
- Dan Yates, village officer
- John Fern, head of communications
The itinerary will be:
- 1.30pm – 2pm: Visit to Sycamore Inn to meet landlady Janet Gosling.
- 2:15pm – 3.30pm: Parwich Primary School. Meeting headteacher Caroline Rodgers, some governors and parents.
From this point on all the meetings will be in Parwich Memorial Hall.
- 3:45pm – 4:15pm: Parwich website (parwich.org) – Meeting Mike Atkinson and Peter Trewhitt.
- 4:15pm – 5pm: Parwich Village Action Group – Meeting Peter Trewhitt, Lynette Coyne and other committee members.
- 5pm – 6pm: Meeting some of the Parwich Memorial Hall Management Committee, including secretary Amanda Johnson.
- 6pm – 7pm: Meeting parish councillors from Parwich Parish Council, Eaton & Alsop Parish Council and Ballidon & Bradbourne Parish Council and any interested members of the public.
Members of the public are welcome to attend the session between 6pm and 7pm at the memorial hall.

Irene Ratcliffe, PDNPA Deputy Chair & Derbyshire County Councilor, and Jim Dixon, PDNPA Chief Executive, are to visit Parwich on the afternoon Tuesday 13th January.
On the day they will visit various local facilities and meet members of the community. Anyone from Parwich interested in meeting these senior leaders of the Peak District National Park Authority during these events can contact John Fern, head of communications, on 01629 816356 or email john.fern@peakdistrict.gov.uk.
The Authority also wants the neighbouring hamlets to be included, so interested parties from Alsop, Ballidon and Pikehall should also get in touch.
The event is a chance for Irene and Jim to meet with residents, business owners and parish councillors in the village to discuss any issues that affect village life.
They will also discuss the work of the Peak District National Park Authority in the area to find out what is working well and areas where improvements could be made.

Parwich praised at Village Conference

Last Friday Adele Metcalfe and Dan Yates (the Peak District National Park Authority’s Community Planning Officers) organised an inspirational Peak District National Park Villages Conference. The day was intended to share ideas and experiences between villages. Parwich Village Action Group sent along a member of our Environment Sub-Group who was struck by how much Parwich has achieved and the opportunities that are open to us.
This day also served to highlight how much the Village Action Group and Parwich have benefited from the support of the Community Planning Officers, who are currently funded by European money due to end in March. At present further funding has not been identified, but the following report of the Conference illustrates how the Authority can not let this essential part of their work be lost – Peter Trewhitt (Village Action Group Chair):

Keynote speaker, Matthew Parris, Times correspondent and political journalist, fired off the opening salvo at a recent Peak District National Park Villages Conference by disagreeing with the quotation. In his own inimitable style he challenged us to consider the importance of local, regional and national government in facilitating the changes that communities at the grass root level need and require. It is neither a top down nor a bottom up process. It is by interweaving the will of people and communities to control their environment and lives with the appropriate mechanism that effects positive change. (more…)

The Peak District National Park Authority are seeking to promote a greener future. The Authority announced today a round of grants supporting greener energy projects in the Park, as well as recently approving for circulation their draft Action Plan on Climate Change.

The Defra consultation on direct elections to National Park Authorities (NPA) closed a week ago, but the recent visit of the Politics Show to Parwich got us galvanised and the Village Action Group sent in a response. The Action Group strongly supported the position of readers of PARWICH.ORG and Parwich Parish Council, arguing for some form of direct elections to NPA Boards.
The letter quoted a senior civil servant who described National Parks as ‘the last outpost of colonialism‘, however they refrained from quoting a Parwich resident who was a little more colourful ‘ **** Park planners: a condom on the p**** of progress‘. Fortunately Defra agreed to receiving this contribution after their deadline, and it can be read in full by clicking here.

Challenge to Carsington wind farm

The Peak District National Park Authority and Derbyshire Dales District Council are considering mounting a High Court challenge to the Planning Inspector’s decision to grant permission for the commercial wind farm at Carsington Pastures.

Thank you to Gareth Butterfield of the Ashbourne News Telegraph for letting us know that Derbyshire Dales District Council and the Peak Park Authority had already lodged a joint appeal with the High Court on 28th October against the Planning Inspector’s decision to allow the planning appeal for a commercial wind farm on Carsington Pastures.
Gareth said “It was a really funny conversation when we rang them about it on Monday. They sounded incredibly sheepish and didn’t want to give anything away.” (more…)

PARWICH.ORG would like to commend the Peak District National Park Authority and its Chair Narendra Bajaria on their series of visits to villages in the Park. We feel it is a very real attempt to develop their understanding of the needs of residents and our communities.
Narendra Bajaria and senior Officer(s) are to visit Parwich on Tuesday 13th January. On the day they will visit various local facilities and meet members of the community. Anyone from Parwich interested in meeting senior leaders of the Peak District National Park Authority during these events can contact John Fern, head of communications, on 01629 816356 or email john.fern@peakdistrict.gov.uk.
The Authority has previously indicated where possible neighbouring hamlets will be included in village visits, so it would be worth Alsop, Ballidon and Pikehall contacting the Authority to see if they are likely to be on any future list or if they should participate in this visit. Local democracy in the Peak Park: survey results.

Here are the results of our recent poll. Thanks to all who participated.
Key findings:
- Only 10% of respondents believe that the Peak District National Park Authority adequately represents the views and needs of its residents.
- 88% of respondents favour the introduction of directly elected members onto the PDNPA’s board.

More Democracy in National Parks

The response to our first on-line poll at PARWICH.ORG is heartening. So far 37 people have responded of whom:
- 30% don’t know if our views as residents are taken into account by our National Park Authority, and 62% believe they are not.
- 87% believe there should be some direct elections to the National Park Authority Board.
We will forward the results to Defra in response to their consultation on this, so see what others think and continue to have your say by clicking here, the more people who contribute the more they have to listen.
Government review on the Living Working Countryside

Many thanks to Chris E for pointing out the following:
Gordon Brown had asked Matthew Taylor MP to carry out review looking at how land use and planning can better support rural business and deliver affordable housing. The full report can be seen at the Communities & Local Government website.
Its recommendations include
- a community led affordable housing initiative;
- a trialling of new planning policy in one or more National Parks to limit the increase in second homes;
- new planning policy which accepts that all forms of business can be appropriate in the countryside;
- planning policy should have a flexible approach to home based work spaces.
The government has yet to respond. It would seem that what we have been attempting to achieve in Parwich is ahead of Government policy. Are there opportunities here for our communities; is it possible that we can persuade the Government to support directly local projects as examples of good practice?
