Pump Hill

Many will recall the pretty garden maintained by Dorothy Littlewood, in spring a beautiful dappled  glade of bluebells, daffodils and narcissus.

The land, known as Pump Hill,  and making up part of The Square, was given to the village about ten years ago. I don’t think I was alone in believing that the reason for the acquisition was to preserve    a parcel  which is at the heart of the village. It was my  sense that the parish council  was to own it on behalf of the village in a fiduciary capacity and thus inalienable.  I found that reassuring. No one ever thought for one moment that the property might be sold by a later parish council with different values so this was never formally put down in writing and enshrined  in any trust document.

But now the parish council IS minded to sell and is seeking a buyer as an option.  While there has been some activity on this blog in the past, the parish council has not sought the views of the village as a whole nor has it explained why it wants to sell and the options it has explored.

I, for one, thought the land had been acquired and  “saved”  for the benefit  of our community as a whole  – a kind of unwritten trust -and not to be traded in the manner  of a property portfolio.

I would have thought there were a number of options for the parish council to explore, such as:

* allowing the site to become a wildlife sanctuary encouraging birds, butterflies, beetles etc. (The site is next to the lower of the two school playgrounds). This surely  would not cost a huge sum to manage.

*  allotments, a previous use in living memory

*  letting  at a peppercorn rent as a garden and open space

* letting  at a peppercorn rent as an extension to the lower adjoining school playground

A proposed sale has already attracted interest which suggests people might like to use Pump Hill, presumably as  a garden.

Pump Hill is a visually valuable and sensitive  part of the village amenity in the heart of the conservation area –  the smells in spring, the approach to the area arched by trees and blossoms, the framing of Parwich  Hill which makes a breathtaking  picture  behind, a characteristic of the the southern White Peak.

Pump Hill  is part of the rich and unique tapestry of Parwich  which is one of the  reasons why we want to live here.  I am sure others  feel the same but I may be wrong.

In my view, there should be wide consultation with our community which may, in the process,  throw up other ideas for its use. It should be unhurried and considered – certainly not hasty. Common sense would suggest a public meeting. (That would enable a significant minority, who do not “do” the Internet to hear the arguments first hand and make valuable contributions to  the discussions,. They  are from a largely different generation.)

We should not forget that the parish council has extensive property interests. A sale could establish a dangerous  precedent that the parish council is open to offers, however small a site.

If it does come to a disposal, and to reflect what I believe was our understanding of a “fiduciary” duty to preserve this “green lung” for the village,  a number of options may present themselves as alternatives while maintaining the principle of keeping  this picturesque property for the public good.

These might include donating  the site to the National Trust, The Woodland Trust,  the Derbyshire
Wildlife Trust (with an agreed management scheme?) or even the Peak District National Park Authority. I do not know if the Friends of the Peak District assume property ownerships.

But at the end of the day,  the best owners might well  be the parish council. So let your councillor know.

In January 2014, a team of four SWLA artists accompanied the British Trust of Ornithology’s Head of International Research on a trip to Senegal. By bringing artists and scientists together we set out to raise the profile around some of the issues facing our African migrants.

Yes to Solar Farm, No to Wind Turbine

Landmark decision on solar panels in Peak District National Park

National Park planners have given permission for an array of 600 solar panels to be installed on the ground at a Peak District farm.

This is the first time an application for ground-mounted photovoltaic panels has come before the national park planning committee.

Its members voted unanimously to approve the installation at Wetwood Farm, Meerbrook, because of its minimal impact on the surrounding landscape, and for its positive contribution to providing renewable energy to a local business.

Members of the committee had visited the site the day before and viewed it from a number of locations, including The Roaches. They were satisfied the panels’ installation on the ground, which is shielded from view by trees, would not be unduly intrusive.

Paul Ancell, chair of the Peak District National Park’s planning committee, said: “This is an important decision and one we have not taken lightly – we have to put the landscape first. In this case we believe the ground array of solar panels will not have a significant impact on the national park. So we are pleased to support this working dairy farm in reducing its carbon footprint.”

The approval was given with conditions: that the farmer ensures existing trees and shrubs are retained and more planted to continue to protect the site from long distance views. The panels will also have an anti-reflective finish to reduce any glare.

The planning committee considers every application on its own merits.

Mr Ancell added: “Every site has its own solution – what is acceptable here may not be appropriate in other locations. However, that said, this is a great example of how a farm business can achieve its ambitions with renewable energy in a way that does not harm the Peak District National Park.”

At the meeting, an application for a wind turbine at Pikehall Farm, Pikehall was refused to protect the landscape and uninterrupted views of the White Peak limestone plateau.

The application, made by Hartington Creamery Ltd., was turned down because the wind turbine would have been seen on the skyline spoiling the scenic beauty.

Street View on the Trails

Peak District is first National Park to go live on Google Street View

 People can now take a tour of the Peak District National Park from the comfort of their own home.

In true pioneering spirit, the Peak District today (Thursday) became the first national park to be virtually accessible, opening its diverse landscapes to the digital world of Google Street View. People will be able to click and see the traffic-free trails at home, at work or even on the move.

Jim Dixon, chief executive of the Peak District National Park, said: “It is our ambition that, by being on Google Street View, more people will enjoy the wonders of this protected and special landscape. Once people see it, I am sure they will be inspired to come and stay for a few days to explore first-hand what they have experienced online.

“The national park covers an area of 555 square miles so it was impractical to film every inch for people to view. Instead we have selected some of the highlights. These are the trail areas where we offer ranger-led walks, family activities and cycle hire and bike maintenance, so there are lots of ways for people to enjoy and experience what the national park has to offer.”

The Tissington, Monsal and High Peak trails are now all available online. The filming took place over the summer and was carried out by national park volunteers using the Google Trekker camera. The equipment is designed to capture 360 degree imagery in public locations. It was taken to locations the Google Street View car can’t reach.

Emily Clarke from Google said: “We’re excited that the Peak District will be using the Street View Trekker so more of us can experience its famous trails and views from wherever we are.”

Vodafone Rural Open Sure Signal

As of 11pm Wednesday 5th November, our recent poll, here at parwich.org, indicates that some 19% of respondents use the Vodafone mobile network and of these 90% have no mobile reception at all. Also it would appear that Vodafone reception is poorer than other networks, though only three individuals (9%) reported an adequate signal. (NB. If you do have a good signal, do share which network you use.)

A majority of respondents (91%) are in favour of local participation in the Vodafone Rural Sure Signal programme. (Click here for information on the scheme.) To move this forward, it needs volunteers to identify a site for the required unit and to liaise with Vodafone and with the Parish Council(s). The Blog Team would be happy to support anyone taking this on.
