Advice for Dog Walkers

Dog-walkers asked to keep pets on leads in countryside

Peak District dog-walkers are asked to keep their pets on short leads to protect young farm animals and wildlife during the breeding season of spring and early summer.

Most responsible dog-owners would be horrified if their pets injured newborn lambs or chicks but farmers have already reported such incidents in the Peak District National Park over the past few weeks. Declining birds such as lapwing, curlew and snipe which nest on the ground are particularly vulnerable to harm from dogs roaming free or on long leads.

Tara Challoner, Peak District Wader Recovery Project officer said:

You may not always be aware that birds are present which can easily lead you into thinking that the moors and fields are great empty places, perfect for letting your dog have a good run around. However many of these birds are in very serious trouble and we need to do all we can to ensure that they are not lost from our countryside forever.

Paul B’s Weedkiller Weekly #71

Hello possums,

Prince Charles was given a gentle reminder of his German ancestry when he was presented with a giant pretzel by Petra Braun, a baker from Stuttgart. Mrs Braun opened her ‘Hanzel & Gretel’ bakery in London 10 years ago, and was delighted to see the Prince. Weedkiller’s Raving Reporter, Jack Boot, overheardPrince Charles, whilst on his tour of the bakery, say that “One is rather partial to a bit of crumpet One’s self“. “Vot is dis crumpet your highness?” asked a bemused Mrs Braun. Whereupon a voice from the entourage shouted “Don’t tell her pikelet“.

A ground breaking Channel 4 programme is highlighting the attempts of scientists to sequence the DNA of historical figures to discover their causes of death. They have successfully reached the conclusion that the singer Elvis Presley suffered from Hypertrophic Cardiomyopathy, an extremely rare degenerative heart disease. Their findings also confirmed the fact that as he always contested he did not have a wooden heart after all.

Planning Enforcement in Peak Park

How does the planning enforcement process work in the Peak District National Park?

National park planners have issued the Peak District Local Enforcement Plan to help people understand what to do if they receive a notice that their building work or change of use breaks planning controls, or if they want to report a suspected breach.

Andrew Cook, Monitoring and Enforcement Manager, explained: “The threat of enforcement action can be distressing, especially when it relates to your home or business, and the process can be difficult to understand, so we hope that the Local Enforcement Plan will help to make things clearer for those involved.

“It’s important to realise that the vast majority of planning breaches are relatively minor and resolved without formal action being taken, although we will take firm action when it is warranted.

“If you are planning to carry out building works or other developments we’d encourage you to work with our planners to prevent problems happening in the first place.  But if problems do occur we are always willing to talk to you to try to reach a resolution.”

The document explains what a breach of planning control is, how to report a suspected breach, the investigation process, criteria used to prioritise cases, in what circumstances the Authority takes action, and what powers it has.

The Peak District Local Enforcement Plan is available online at http://www.peakdistrict.gov.uk/planningenforcement or paper copies are available free – call 01629 816200.

As well as investigating and seeking to resolve planning breaches, monitoring and enforcement officers selectively check sites where planning permission has been granted to see if they comply with the approved plans and conditions.

Paul B’s Weedkiller Weekly #70

Hello Possums,

Now then, following the appointment of a Norland trained Spanish nannie for the Royal Baby, Weedkiller Weekly executives, not to be outdone, shall be conducting their own training programme for potential nannies aimed at the extremely lucrative ‘rich & famous‘ market. There will be none of the Mary Poppins or Nannie McFee nonsense. Courses will be held at Parwich Legion, encompassing skills such as: how to use an Aga, high speed evasive driving techniques, selfdefense, how to whip up an apple crumble, how to steer a pram away from potential highjackers, hosting kiddies parties and pretending to like corgies and Fergie. This course is aimed at providing all the requirements you will need for this highly demanding profession. To secure your place please forward a cheque for £250.00 made payable to Weedkiller Professional Training Services.

The end could be in sight for that great British institution, the Television Licence. Apparently the dodgers, who are too numerous to mention, cannot afford the £145.50 annual fee. Of course they still watch on their giant cinematic 3D sets, whilst trying to budget their meagre benefits sitting in their woefully inadequate tax payer funded houses with their delightful broods. I trust that Auntie will reimburse all of us law abiding citizens the full amount that we have spent over the years. One person actually pleaded immunity from purchasing said licence as he had stolen his set.

weather

Our Weatherman in the Village, says:

Just to remind us it’s still early in the year, the weather has turned a bit chillier this weekend (although not quite as extreme as this time last year!). The week in prospect looks likely to remain cooler, with some night frosts prospect.

Parwich Bus Update

Since our last update in January, Parwich Parish Council has been in contact with Derbyshire County Council’s Senior Project Officer Local Bus Network (Environmental Services) numerous times regarding concerns over the bus service. To summarise correspondence from the Senior Project Officer.

1. Usage of the buses
Although there are no smart ticketing systems in operation for bus services in the Parwich area the following statistics show the usage of the buses.

Service 449 – Service 449 Ilam – Bakewell (Alternate Mondays)

Between February 2013 and January 2014 a total of 206 passengers used this service. The highest number was 30 in July 2013 and the lowest was 4 in March 2013.

Service 102 – Parwich to Ashbourne – 4 buses per day Monday-Saturday

• April 2013  – 227
• May 2013 – 243
• June 2013 – 244
• July 2013 – 269
• August 2013 – 289
• September 2013 – 174
• October 2013 – 237
• November 2013 – 191
• December 2013 – 142
• January 2014 – 189
• February 2014 – 197

2. Change of timetable
In response to comments, Derbyshire County Council has moved the time of the first bus leaving Parwich forward by 5 minutes, effective from 31st March 2014. This is in order to provide better outbound connections onto the Swift service to Derby.

Future Funding
Derbyshire County Council officers work within budgets that are set by Cabinet. There are no specific monies set aside for bus services in Parwich, or anywhere else in Derbyshire, but there is an overall budget for supported bus services in Derbyshire. The Authority does face significant funding cuts over the next few years, however, budgets are set by elected members and not officers. It is the case that the contract which includes Service 102 is heavily subsidised and therefore, regardless of any wider budget concerns, if there are any opportunities to reduce the cost of providing these services whilst retaining the same (or better) level of service for service users then this would clearly be prudent of the Authority to look to do so to ensure best use of our limited resource. A reduction in the cost of provision would also help strengthen the justification for the existence of these services. This will be something the Authority will consider prior to deciding how to continue providing services after the current contract expires in October 2014. Options include extension of the existing contract, retendering, or integration of the provision within the Ashbourne Community Transport operation. Beyond this, there are no plans to make changes to the services themselves, although the Authority will continue to listen to any feedback and make any changes in response, if possible.

The motivation of this department (Environmental Services) remains one of finding efficient means of maintaining services, including services for Parwich. Consequently, any perceived opinions which may exist on future changes to contracts are misplaced.

——————————————————————————————————————————————————————————————————

Councillor Simon Spencer suggests that there is little point in holding a public meeting when there are no planned changes to the bus service.  As a result Parwich Parish Council will not be organising a public meeting in April, but will review the situation as necessary.
